Our Organisation
As a central agency of the Australian Government, the Department of Finance (Finance) provides high quality advice, frameworks and services to support government decision-making and achieve value in the management of public resources for the benefit of all Australians.
The key activities of Finance include:
- Provide policy advice on expenditure across all portfolios and deliver Budget updates, cash management and consolidated financial reporting
- Manage frameworks and policies, and provide advice to support the proper use and management of public resources
- Support the commercial interest of the Commonwealth
- Provide enabling services to the Commonwealth
- Support wider availability and use of Government data and promote digital transformation
- Deliver ministerial and parliamentary services
On behalf of the Commonwealth, Finance administers Whole of Australian Government coordinated procurement arrangements including consultants, contractors, property, electricity, travel, motor vehicle leasing, advertising and stationery and office supplies.
Finance's operations and responsibilities are broad and varied. Finance delivers a range of Government priorities including driving the APS Net Zero commitments, supporting a strengthened Digital ID system and Data and Digital Government Strategy, enhancing the capability of GovCMS and GovTEAMS, and implementing improvements for parliamentary workplaces.

The Annual Procurement Plan
As custodians of the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and the Commonwealth’s Procurement Framework, Finance is committed to ensuring accountability and transparency in its procurement activities. Finance strives to be an exemplar in practice, with integrity embedded across its operations.
Finance adheres to the PGPA Act, the Commonwealth Procurement Rules (CPRs), and its Accountable Authority Instructions (AAIs) and supporting departmental guidelines, when considering and undertaking procurement.
Finance’s Annual Procurement Plan is designed to draw early attention of the market to potential upcoming procurement opportunities. The anticipated procurements described in this Annual Procurement Plan are expected to release to market via AusTender within the next 18 months on a rolling basis.
Request documents for open procurements will be available electronically through AusTender at http://www.tenders.gov.au at time of actual release, if and when Finance converts the proposed procurement activity to an Approach to Market process.
Finance uses mandatory and established panel arrangements for a wide range of goods and services. This Annual Procurement Plan does not include procurement activities that could be delivered through a limited tender, or from an existing arrangement such as established panel arrangements.
