Provision of a Functioning, Integrated Computing Facility
Intelligence, Surveillance and Reconnaissance Division employs a secure computing facility at Defence Science and Technology Organisation (DSTO) Edinburgh in support of critical research activities. Recent inundation by rainwater destroyed a significant portion of this capability. The core Information Technology infrastructure now requires redesigning and replacing, in the minimum amount of time, with minimum disruption to current remaining services.
The computing facility is located in two buildings at DSTO Edinburgh - 226Labs and Bay 19/71Labs. 226Labs is the main facility and Bay 19/71Labs a much smaller area designated as a secondary (reduced) capability.
An Industry Briefing will be held at DSTO Edinburgh at 10:00am local time in South Australia on 6 October 2011. Nominations to attend the Industry Briefing must be with the Contact Officer by 10:00am local time in South Australia on 4 October 2011.
The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:
a. the Commonwealth's security requirements set out in Conditions of Tender clause 2.6;
b. Conditions of Tender clause 4.2 on Collusive Tendering and clause 4.3 on Unlawful Inducements;
c. Conditions of Tender clause 4.4 on Improper Assistance and clause 4.5 on Conflict of Interest; and
d. Conditions of Tender clause 5.2.5 on Tender Evaluation for false, misleading or deceptive claim or statement and clause 5.3.1 on Minimum Content and Format Requirements.
The delivery date for the Delivery of Design and Specification is expected to be on Contract commencement plus one month.
The delivery date for the Completion of Implementation is expected to be on Design acceptance plus four months.
The delivery date for the three years of Specialised Systems Engineering Support is expected to be on Completion of Implementation.
