GENERAL
The general scope of requirements shall include the provision of security services at the Port Hedland DIBP sites located at 15 Dempster St and 1 Goode St, Port Hedland, Western Australia. The key requirements of this contract include but are not limited to:
1.            Respond to all security requirements including periodic security inspections and be the first point of contact for notifying emergency services including the Fire Brigade, Ambulance, Police and State Emergency Services;
2.            Report directly to DIBP’s Representative;
3.            Comply with the relevant Australian Standards, statutory requirements and DIBP policies and procedures when carrying out the services.
4.            Provide reasonable attendance on site, at no additional charge, to facilitate occasional site access for DIBP and/or its representatives. This includes access to site for the assessment and treatment of Hazardous Material and removal of any equipment or infrastructure by the outgoing facilities manager.
5.            The ongoing security works is to be provided for six (6) months with the engagement to be reviewed on a monthly basis following this.
6.            Coordinate and work in with the Site Maintenance Contractor to “make safe” the site as required in accordance with and to the standard as set out in the Western Australian Security and Related Activities (Control) Act 1996.
7.            The Contractor is to note that Hazardous Materials have been identified on both sites, see Hazmat Reports included in this RFT. The treatment of these materials may be undertaken by the principal during the contract period. The Contractor is required to provide access to the sites and address the safe management of Hazardous Materials in all Site Management Plans and Work Health and Safety Management Plans. Any further treatment of Hazardous Materials, out side the contractors statutory requirements, would be seen to be additional to the contract works.

PHASE 1 – DECOMISIONING OF SITE
At the cessation of the current operator’s contract on the 31st August 2014, the site will be managed by the DIBP. The site will decommission and “Mothballed” until such time as the DIBP disposes of, or finds alternative use for, the property. The scope of requirements for Phase 1 – Decommissioning of Site includes but is not limited to the following:
1.            Attend a Site Start-up Meeting with the incumbent site management, incoming maintenance contractor and DIBP’s Representative. The meeting shall be attended by the nominated Contractors’ Representative
2.            Within seven (7) days of Contract commencement, provide for DIBP approval a key register identifying all key holders to the property. Register to be continually maintained and updated for the duration or the works.
3            Within fifteen (15) days of Contract commencement, provide for DIBP’s approval a Site Management Plan, including Work Health and Safety Management Plan for the works to be undertaken.
4.            Confirm the security of the site in accordance with the Western Australian Security and Related Activities (Control) Act 1996 and advise DIBP of any areas of concern.
PHASE 2 – DELIVERY OF SERVICES
The scope of requirements for Phase 2 – Delivery of Services includes but is not limited to the following:
1.            Conduct two (2) daily site inspections, one (1) inspection in the morning between 3am and 9am, one (1) inspection in the evening between 6pm and 12am, at times agreed with the DIBP’s Representative. To ensure it is secure and free from damage as well as deterring trespass and vandalism. This will include the inspection of all perimeter fences, infrastructure and buildings externally and any other external assets within the sites. Ensure no buildings or fences have been breached by unauthorised personnel. Investigate all breaches.
2.            Immediately upon discovery, make safe, in accordance with the Western Australian Security and Related Activities (Control) Act 1996, any damage that could present a threat to life safety or DIBP’s assets.
3.            Immediately upon discovery, report any emergencies to the appropriate emergency authorities and facilitate their access and attendance to site;
4.            Report all damage and emergencies to the DIBP’s representative.
5.            Maintain an incident and site access logs for the site. Provide these monthly to the DIBP.
6.            Coordinate and work in with the DIBP’s maintenance contractor regarding the make safe and repair of any reactive maintenance required.
PHASE 3 – HANDOVER OF SITE
The scope of requirements for Phase 3 – Handover of Site from the Contractor to DIBP includes but is not limited to the following:
1.            Attend a Site Handover meeting with DIBP’s representative;
2.            Provide all keys and security codes for the property;
3.            Provide a maintained key register of the property
