The Department is seeking Tenders for the following Services: Administration and operational activities for the National Epidermolysis Bullosa Dressing Scheme (NEBDS) for a period of three years from 1 July 2025.  

The National Epidermolysis Bullosa Dressing Scheme was established in 2010 and provides subsidised dressings, bandages, and ancillary products to people with Epidermolysis Bullosa. It is funded by the Government. The Scheme reduces the out-of-pocket costs for hundreds of people, mainly children, living with Epidermolysis Bullosa. The Scheme also provides support and resources for patients and their carers. 

Epidermolysis Bullosa is a rare, debilitating genetic disease characterised by extremely fragile skin and recurrent blister formation. Severity varies greatly and those with severe forms of the disease have a reduced life expectancy and may die in childhood or early to mid-adulthood. Management of EB requires frequent application of specialised dressings and bandages to reduce skin damage, the risk of infection, complications, and unnecessary hospitalisation.  

The activities that are to be delivered as part of the Services include, but are not limited to, the following:

  • Scheme transition and readiness;
  • Scheme promotion and stakeholder relationships;
  • Applications and applications processing;
  • Maintain applicants/participants registry and process orders;
  • Maintain the Schedule of products, source and stock products;
  • Information, education and support;
  • Secretariat services to the Clinical Advisory Committee;
  • Compliance with relevant regulations; and
  • Reporting and reimbursement.

The Department adheres strictly to Commonwealth policy on late tenders. The Department therefore recommends that Tenderers plan to lodge their Tender well before the Closing Time to minimise the possibility of any unforeseen circumstances that may cause the Tenderer to miss the Closing Time.
