Corporate Services Benchmarking Framework and data collection activities

The ATM Corporate Services Benchmarking Framework and data collection activities seeks a service provider, experienced in conducting successful large scale benchmarking activities, to provide services to the Shared Services Program (Program) to:
i. Develop a Benchmarking Framework with:
a. a representative suite of Corporate Services Indicators, across the 8 identified shared services benefits categories, for data collections from shared services in-scope agencies. This suite of Corporate Services Indicators will include a subset suite of streamlined Core Corporate Services Indicators for data collections from small and micro agencies;
b. a smaller suite of Best Practice Corporate Services Indicators derived from the American Productivity and Quality Centre (APQC) benchmarks or similar.
ii. Develop data collection methodology options, specifying data collection activities and timeframes, how the data will be collected, for example by survey questionnaire, collection tool, direct system data extraction; data security controls; and indicative costings.
iii. Establish Baseline Corporate Services metrics (current state), using the Suite of Corporate Services Indicators, at the agency, provider hub and program level, from data collected over two financial years, from in-scope agencies, to enable identification and quantification of benefits (savings/efficiencies/quality improvements) over time.
iv. Assess the efficiency and effectiveness of the Government’s Corporate Services against Best Practice Corporate Services Indicators over time.
a. Measurement will be undertaken by the service provider through data collection activities from the agreed collection population of the 90+ in-scope agencies.
v. Draw conclusions from data analysis regarding actions or decisions that can be taken by the Program, provider hubs and agencies to expedite achievement of financial and non-financial benefits. This analysis must include comparison of the Baseline Corporate Services metrics and annual Corporate Services data collection metrics:
a. with Best Practice Corporate Services Indicator metrics;
b. with the forecasted level of benefits arising from the adoption of Shared Services and utilisation of common platforms; and
c. between agencies, and also between provider hubs, drawing relevant distinctions for agencies receiving their transactional services through centralised provider hubs.
vi. Develop options to further develop benchmarking and data analysis capability within the Commonwealth, with a particular focus on benchmarking.
