Assessor accreditation service provider for nationwide house energy rating scheme
NatHERS assessments for existing homes have been chosen to underpin the Home Energy Ratings Disclosure Framework, which has been agreed by all Australian and state and territory Energy Ministers. The proposed delivery arrangements for NatHERS ratings for existing homes differ from the arrangements currently in place for NatHERS ratings for new homes. Ratings for existing homes will require assessors to visit private properties to collect information to inform the rating, which poses unique risks and opportunities.
Assessors who provide energy ratings for existing homes will need to be trained, accredited and abide by a code of practice. The Australian Government has proposed, as part of consultation on the design of NatHERS for existing homes, that one or more third party Assessor Accreditation Service Providers would be procured to undertake accreditation of assessors and manage their ongoing accreditation requirements, including ensuring they meet their code of practice obligations. Under requirements set by the NatHERS Administrator, Assessor Accreditation Service Providers would ensure that only appropriately trained and qualified assessors who meet ongoing professional development and performance requirements are accredited to deliver energy ratings to homeowners.
