Legal Services Panel Re-tender (2024) – Whole of Australian Government

The Attorney-General’s Department is undertaking a re-tender of the Whole of Australian Government Legal Services Panel (SON3622041). The re-tender will be undertaken through an open approach to market to establish a coordinated procurement arrangement.
The Panel is for Legal Services in six broad Areas of Law, to encompass the breadth of the Commonwealth’s legal requirements. Legal Services Providers may be appointed to the Panel for one or a number of Areas of Law, each with an associated schedule of rates.
Area of Law 1 – Workplace, Industrial Relations and Compensation
Area of Law 2 – Public Law
Area of Law 3 – Corporate and Commercial (General)
Area of Law 4 – Corporate and Commercial (Specialist)
Area of Law 5 – Property and Environment
Area of Law 6 – Legal Support Services

The Attorney-General’s Department using the 360 Tender System, an online tender system, to receive Tenders in response to this RFT. The 360 Tender System comprises a 360 Providers’ Portal which is hosted and supported in Australia.
Potential Respondents must either:
• Register for a new account on the 360 Providers’ Portal, or
• Sign in to an existing 360 account to download the RFT documentation.
If a Potential Respondent has obtained the RFT documentation from any source other than the 360 Tender System, they must visit the 360 Tender System, register for a new account and download the RFT documentation, in order to receive notification Addenda through the 360 Tender System.
The RFT is attached to this AusTender notice for information only. All relevant documents and attachments are available for Potential Respondents via the 360 Tender System.
Tenders cannot be submitted in AusTender. Potential Respondents must submit their Tender through the 360 Tender System, per paragraph 9.1 of the RFT.
In accordance with paragraph 8.1 of the RFT, please ensure any related enquiries have been directed to the Attorney-General’s Department by 11:59PM (Canberra Local Time AEDT) Monday 11December 2023.
Section 10 of the RFT documentation specifies a number of mandatory minimum requirements that the Respondents must meet before a Tender can be considered by the Attorney-General’s Department. These include (inter alia):
• agreeing to enter into enter into a Head Agreement on the terms and conditions provided
• being a legal practitioner or practice, engaging in practice in Australia, in accordance with Australian State and Territory laws governing the legal profession
• being a legal entity or a partnership
• holding a Valid and Satisfactory Statement of Tax Record or a receipt that the Statement has been requested from the Australian Taxation Office
The re-tendered Legal Services Panel will be in effect from 1 July 2024.
