Procurement of a training strategy for assessors under the proposed AN-ACC Model
· The AN-ACC assessment tool is proposed as a potential replacement for the Aged Care Funding Instrument in Australian Government funded residential aged care.
· The outputs and outcomes of this tender will inform the practical aspects of training an external assessor workforce of clinicians (registered nurses, physiotherapists and occupational therapists) nationwide to administer the AN-ACC.
· Tenderers with registration through Tertiary Education Quality and Standards Agency and/or Australian Skills Quality Authority preferred.
What we are seeking:
Training Needs Analysis: Conduct a training needs analysis, including identifying any additional training requirements, to inform the department on rolling out nationwide training for a future workforce of AN-ACC assessors (registered nurses, physiotherapists and occupational therapists with at least five years aged care experience).
Strategy for curriculum design and delivery options: Develop a strategy to refine and build on the curriculum developed for the AN-ACC Trial, including sensitivity training to support assessments of special needs groups, people with dementia, work safety, orientation and refresher training and project plan for multi-modal training options.
Training evaluation (AN-ACC Trial): Evaluate the training approach provided during the trial through qualitative and quantitative research in consultation with trainers, assessment management organisations and external assessors from contract execution to April 2020.
Consultation and development of a credentialing/competency framework for multi-disciplinary clinical external assessors: Consult with relevant stakeholders including assessors, assessment management organisations, department peer educators and members of the Residential Aged Care Funding Reform Working Group to ascertain a preferential approach to developing either a credentialing and/or competency framework to ensure nationwide consistency of assessor training and AN-ACC assessments.
Clinical governance training framework: Develop a framework to deliver clinical governance training to assessment management organisations.

The Supplier must ensure that any goods and services proposed comply with all applicable Australian standards (or in its absence an international standard). Potential Suppliers should note that they may be required to enable the Customer, or an independent assessor, to conduct periodic audits to confirm compliance with all applicable Australian or international standards.
