To establish Standing Offer for the provision of uncrewed systems goods and professional services
The Office of the Chief Remote, Department of Climate Change, Energy, the Environment and Water is seeking to establish a panel arrangement for the supply of remotely piloted aircraft and uncrewed vessels goods and professional services.
A detailed description of the required capabilities is outlined in Annex A Part 1 (ATM Documents) and the sub-panels of goods and services that potential suppliers may want to provide include: Operations support; Operations compliance platform/software; Supply of Remotely Piloted Aircraft; Uncrewed Vessels; Equipment; Training; and Specialist Services.
Potential suppliers are not required to respond to all sub panels or all capabilities within each sub-panel for consideration.
Once established successful applications will be listed as a supplier on the Panel, which may be accessed by other agencies. The Department may seek to renew existing suppliers and add additional suppliers annually (every 12 months) during the three-year period.
The Lead Customer will exclude from participation any Potential Supplier that does not demonstrate compliance with the following Conditions for Participation:
a) the Potential Supplier and any proposed subcontractor MUST NOT have any unpaid claims in respect of any judicial decision (other than decisions subject to appeal) made against it relating to employee entitlements;
b) the Potential Supplier and any subcontractors proposed MUST NOT be named as not complying with the Workplace Gender Equality Act 2012 (Cth);
c) at the time of submitting the Response, the Potential Supplier MUST NOT engage Illegal Workers;
d) the Potential Supplier MUST either:
i) hold all necessary Valid and Satisfactory Statements of Tax Record for its entity type by the Closing Time; or
ii) have a receipt demonstrating that all necessary Statements of Tax Record required for its entity type have been requested from the Australian Taxation Office by the Closing Time, and hold all Valid and Satisfactory Statements of Tax Record no later than 4 business days from the Closing Time; and
e) the Potential Supplier MUST hold a Valid and Satisfactory Statement of Tax Record for any first-tier subcontractor that the Potential Supplier proposes, as part of its Response, to engage to deliver Goods and/or Services with an estimated value of over $4 million (GST inclusive);
f) the Potential Supplier MUST not be named in the consolidated list referred to in regulation 40 of the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth) (accessible at https://www.dfat.gov.au/international-relations/security/sanctions/consolidated-list);
In addition to Conditions for Participation a) to f), any Potential Supplier who submits a Response to supply Goods and/or Services under Required Capability 1: Operations Support MUST also demonstrate compliance with the following Conditions for Participation by the time of entering into any DoSO with the Department:
g) the Potential Supplier MUST be a primary holder of a valid ReOC; and
h) the Potential Supplier MUST be a member of the Australian Association of Uncrewed Systems (or similar Uncrewed System association).
A Potential Supplier who fails to demonstrate compliance with Conditions for Participation g) or h) by the time of entering into any DoSO with the Department will be excluded from further consideration for supplying Services under Required Capability 1: Operations Support only. Subject to the Potential Supplier's compliance with the Minimum Content and Format Requirements and Conditions for Participation a) to f), the Potential Supplier’s Response may still be eligible for further consideration for the supply of Goods and/or Services under other Required Capabilities that it tenders for.
It is anticipated that the Deed of Standing Offer will take effect from 20 January 2025.
