Procurement of Commercial Space Situational Awareness (SSA) Data Services

The Australian Space Agency (the Agency) wishes to procure Space Situational Awareness (SSA) data from commercial providers to support Civil Space Monitoring Pathfinder (CSMP) exploration activities. The CSMP is interested in monitoring all orbital regimes and aims to access a mix of phenomenologies to provide resilience and responsiveness for Australian Government oversight of Australian licenced objects and important Space Traffic Management (STM) events in LEO, MEO, HEO, BEO and GEO/GSO over a 2-month period.
The targets for observation will be dynamic and will be updated regularly based on activity in the space environment and the Agency’s evolving priorities. An indicative, but not comprehensive, list of potential observation targets is in the accompanying Annex A.
The Requirement is made up of two parts: technical and non-technical requirements. The technical requirements refer to performance aspects or capabilities of the sensor network itself. The non-technical requirements relate to the supplier or the logistics/security/pricing of delivering the service.
The Agency understands that sensor operators will have specialist capability and it is unlikely the proposal will satisfy every requirement. As such, the Agency expects to engage multiple suppliers to satisfy the overall capability need.
