Advice on framework, principles and operating model for future internal development of digital health products/services
The aim is for the Agency to have a set of principles, a framework, an operational model and a proposed roadmap for insourcing products and services that the Agency can implement from as early as the last quarter of 2024. These artefacts need to be positioned within the context and approach outlined in the Australian Public Service Strategic Commissioning Framework (APS SCF) and the Agency’s implementation of the APS SCF. The key artefacts will be considered by the Agency Board in future meetings so that the Agency could potentially start implementation during the 2024-25 financial year, noting that given the criticality of the systems and services in scope, a 2-5 year implementation timetable is envisaged.
Scope
There is no intent to alter the Agency’s vision or mission. The advice will need to demonstrate how the Agency can continue to deliver its core functions while embarking on this insourcing approach.
The digital health services/products in scope may include but not limited to:
· My Health Record
· My Health App
· Application Programming Interface Gateways
· Infrastructure/data centres
· Healthcare Information Provider Service (HIPS)
· Real Time Prescription Monitoring System
· Provider Connect Australia
· Electronic Prescribing

Stage 1A: Discovery report - Due: Within 3 weeks of contract execution
Stage 1B: Principles, Feasibility and Benefits Report - Due: No more than 6 weeks following completion of Stage 1A
Stage 2: Finalised proposed Insourcing Framework, Target Operating Model and Roadmap - Due: No more than 10 weeks following acceptance of Stage 1
