The Department is seeking capability to facilitate non-intrusive, mass screening of incoming international air cargo to detect the presence of explosive material and other threats. The capability must be capable of screening air cargo pallets and Unit Load Device (ULD) containers to identify specific packages that potentially contain explosive material and other concealments. The Department intends to partner with industry to trial the capability prior to further deployment.
Mass screening is not intended to replace targeted screening of individual packages, but provide a layered screening approach. The capability aims to provide a broad assessment of the contents of an air cargo pallet or ULD container to reveal explosive material and other potential concealments, with the aim of informing a decision at the airport precinct to inspect the goods, or more detailed screening and intervention activity at the destination depot.
The Department intends to partner with industry to trial the capability at a single Australian airport location prior to further deployment.
