The department is seeking a suitable tenderer with a national presence to lead the delivery of a FDC Capability Trial (the Trial) in regional areas of limited supply as listed under the Australian Statistical Geography Standard Statistical area 2 (SA2).
The trial will provide:

·       Enhanced payment integrity through payment accuracy, correct reporting of attendance, demonstrating genuine liability for care, centralised collection of gap fees and effective administration of CCS.

·       Targeted support to participating approved providers that operate FDC Services and educators to increase understanding of CCS administration and Family Assistance Law (FAL) obligations.

·       Support approved providers as part of the Trial to increase the FDC presence in areas of need and limited supply.

·       The successful Tenderer will support Trial participants through the delivery of Business Service. Refer to section B.1.5 Administer Business Service Support for further information.

·       The successful Tenderer will explore and present alternative models in the FDC sector, including options such as multi care type arrangements, corporate partnerships and place-based solutions which are financially viable.

The successful Tenderer will test approaches that inform potential systemic changes to the current FDC model, improving financial integrity and providing incentives to attract new educators. .

Tenderers must satisfy the conditions for participation. This is a mandatory requirement of the RFT.

Subject to clause 4.4.4, the department will exclude a Tender response from further consideration if the department considers that the Tenderer does not meet the following conditions for participation:

(a) the Tenderer exists as a legal entity at Closing Time.

The resultant contract is expected to commence on 11 March 2024 and conclude on 30 June 2026.

Investigate, analyse and report on emerging issues, themes, risks and messages observed/received from the FDC sector including families and communities.

Identify methods to adapt supports and incorporate these in a responsive manner as the trial progresses. 

Document and provide evidence of all support delivered to participating FDC providers and educators, as well as partnering bodies and/or organisations. 

The tenderer will submit six-monthly written project reports to the department and address their performance on the essential requirements and outcome measures.

Progress reports and meetings will be held every three months between the department and tenderer, and other relevant stakeholders as necessary. This will include but not limited to providing the department with recommendations for the development of eLearning courses.
