Security Services and Equipment Panel Security Services and Equipment Panel
The Department of Home Affairs on behalf of Home Affairs portfolio agencies, and in cooperation with the Department of Foreign Affairs and Trade (DFAT) is seeking to establish a Panel of suitably qualified individuals or organisations as Security Service Providers for the provision of a wide range of Security Services and Equipment (SSE):

SC. 5 Security Zone Hardware
SC. 6 Electrician and Electrical Security Services
SC. 7 Locksmith Security Services
SC. 8 SCEC and other Equipment and Maintenance
SC. 9 Perimeter Security
SC. 10 Specialist Security Equipment
SC. 11 Armoured Vehicles
SC. 12 Security Training Services
SC. 13 Security Officer, Security Guard Services and Security Monitoring, Mobile Alarm Responses and Patrol Services

There will be an optional virtual industry briefing at 10am on Friday 19 April 2024 to provide information on key aspects of the RFT process.
Conditions for Participation:
1 The Department will exclude a Tenderer's response from further consideration, if the Tenderer does not meet the following Conditions for Participation:
a) The Tenderer must either:
i) hold all Valid and Satisfactory Statements of Tax Record relevant to its entity type by the Closing Time (see https://www.ato.gov.au/business/bus/statement-of-tax-record/ for further information); or
ii) This clause addresses clauses 6.a.i, 6.a.ii, 6.a.iii, 6.d, 9.a and 13.a.i of the Shadow Economy Procurement Connected Policy.
iii) have a receipt demonstrating that all Statements of Tax Record required for its entity type have been requested from the Australian Taxation Office (ATO) by the Closing Time, and provide all Valid and Satisfactory Statements of Tax Record no later than 4 Business Days after the Closing Time by email to the Contact Officer at CEA Procurement <CEAProcurement@homeaffairs.gov.au>
[Note to Tenderers: Tenderers should apply for all necessary Statements of Tax Record via the Australian Taxation Office website within sufficient time to meet these Conditions for Participation. Tenderers should refer to the table at clause 47.5 to determine which STRs need to be provided]
b) The Tenderer must exist as a single legal entity at the Closing Time - see Terms and Conditions clause 12.1.
c) The Tender must not be a joint tender – see Terms and Conditions clause 12.
Minimum Content and Format Requirements:
1 Details of the Minimum Content and Format Requirements are below. The Tenderer will be excluded from further consideration if the Department considers that the Tender does not comply with any one or more of the following Minimum Content and Format Requirements:
a) The Tenderer must lodge separate Tenders for separate Service Categories or sub-Service Categories separately on an individual Attachment B- Tender Response Form;
b) The Department will exclude a Tender from further consideration if the Tender does not include either:
i) all Valid and Satisfactory Statements of Tax Record required for the Tenderer based on its entity type; or
ii) a receipt demonstrating that all Statements of Tax Record have been requested from the Australian Taxation Office for the Tenderer and the Tenderer then provides all Valid and Satisfactory Statements of Tax Record within 4 Business Days from the Closing Time by email to the Contact Officer at CEAProcurement@homeaffairs.com.au).CEAProcurement@homeaffairs.gov.au
Note: This clause addresses clauses 6.a.i, 6.a.ii, 6.d and 13.a.i of the Shadow Economy Procurement Connected Policy.
c) The Tenderer must attach to their Tender a completed and signed Form 1: Deed of Undertaking and Form 2: Statutory Declaration as set out in Part 3 of Attachment B substantially in the form set out in Attachment B.;
d) The Tenderer must ensure that its Tender meets the following requirements:
i) Tenders must include a Pricing Schedule substantially in the form of Attachment C for the Service Category or sub-Service Category that they are tendering for;
ii) all language, including in all attachments and supporting information, must be written in English;
iii) unless otherwise specified in the Statement of Requirement, all measurements must be expressed in Australian legal units of measurement;
iv) includes details of the qualifications, licences, accreditation, registration or similar requirement to provide the Requirement in the jurisdiction for which they are tendering;
v) provide details of how they identify, assess and address risks of Modern Slavery practices in the operations and supply chains used in the provision of the Goods and/or Services; and
vi) all prices must be quoted in Australian dollars and must include all taxes and charges.
Three (3) years plus two (2) x two (2) year extensions.
