Design Services for the new ANSTO Nuclear Medicine Facility (NMF) and associated infrastructure

Over the past two years, ANSTO has been working with the Australian Government to find a solution to secure the long-term supply of nuclear medicines for Australia. ANSTO’s Building 23 Facility is coming to the end of its operational life and has been deemed by regulators and independent experts to be in urgent need of replacement.
On 9 May 2023, the Government announced as part of its FY23/24 budget that it would, “support the resilience of nuclear medicine supply chains through the design and construction of a new, safe and reliable nuclear medicine manufacturing facility and sustainment of existing capabilities.” This new facility will be located at the ANSTO site Lucas Heights, NSW (the Nuclear Medicine Facility).
To give effect to this support, “The Government will provide funding over 10 years from 2023–24 to support the Australian Nuclear Science and Technology Organisation (ANSTO) in its provision of nuclear medicines to Australians, including […] funding […] to construct a new nuclear medicine manufacturing building, as well as ongoing maintenance of the current ageing facility”.
The Project comprises the design, construction, and commissioning of the new ANSTO Nuclear Medicine Facility and associated infrastructure (the Project).
The enabling Projects comprise:
(a) the design, construction, commissioning of new services and infrastructure; and
(b) the decommission of existing services and infrastructure in, on and around the site of the Project and these services include the Inter Pneumatic Transfer System (IPTS), waste transfer, compressed air, electrical, communication and other such services (the Enabling Projects).
The Program includes the Project, the Enabling Projects and all other services specified in the RFT, and any subsequent Contract.
ANSTO is seeking to engage Supplier(s) to provide services for the Program (subject to funding and other program decisions), which include:
1. Design development.
2. Design management services for all design development (including ANSTO and third parties).
3. Technical support services.
4. Procurement support services.
5. Licensing support services.
Must submit all capability information as requested.
Tenderers may submit a Response for one or more EOI Packages.
A Tenderer may not submit a Response for an EOI Package and at the same time participate, in any capacity (whether through an associated vehicle or otherwise), with another Tenderer for:
(a) the same EOI Package; or
(b) another EOI Package that incorporates the EOI Package for which it submitted a Response.
