The Department is conducting this Request for Tender (RFT) process to identify suitably qualified contractors that can provide the Services to recipients.  

The Department seeks to engage contractors (who can be individuals or entities that supply an individual) who will provide a specified person with specialised expertise in accordance with the desirable skills, experience, and expertise.

Each Tender response must nominate only one individual (the Specified Person) to deliver the services. Tenders will be assessed on the basis of the Specified Person only. If a company sought to propose two separate Specified Persons to deliver the Services, two separate Tender responses must be submitted. Each Tender response will be assessed individually, and any resultant contract would be specific to a Specified Person. 

It is anticipated that up to 20 contractors will be engaged as a result of this RFT process, however the final number of contractors will be determined at the Department’s sole discretion.  

While the Entrepreneurs’ Programme has now closed, contractors may be required to provide Services to existing recipients of the Accelerating Commercialisation element of the Entrepreneurs’ Programme until the progressive completion of grant projects through to 2025-2026. Tenderers will elect which service regions it can provide Services to as part of its Tender response. The Department requires that the contractors, collectively, provide service coverage across all of Australia. The Department must achieve full-service coverage across all service regions as a result of this RFT, therefore the evaluation of Tender responses will include consideration of Tenderer service region capability.

1. The Tenderer and any subcontractors proposed in the Tender must not be insolvent, bankrupt, in liquidation, or under administration or receivership as at the Closing Time.

2. The Tenderer and any subcontractors proposed in the Tender must not be named as non-compliant with the Workplace Gender Equality Act 2012 (Cth) by the Workplace Gender Equality Agency as at the Closing Time.
