HSR-Sydney to Newcastle Business Case - Economics, Funding&Financing, Demand Modelling& Economic Development Strategy
The HSRA is seeking to engage the services of a suitably experienced Service Provider to undertake Economics, Funding & Financing, Demand Modelling and Economic Development Strategy Services to support the Detailed Business Case for Sydney to Newcastle High Speed Rail.
The Scope of Services is comprised of Services to conduct various appraisals and deliverables for a Detailed Business Case.
The purpose of the services is to:
- Develop deliverables that comply with the requirements for a Detailed Business Case in line with Infrastructure Australia requirements.
- Support HSRA to develop and refine options for the for the high speed rail along Australia’s east coast and Detailed Business Case
- Develop key inputs, advice and forecasts for options assessment that includes benchmarked evidence and analysis.
- Provide a high-quality assessment of the value-for-money case of the project.
- Document the framework for tracking and realising the benefits of the project.
- Accurately assess the financial impacts of the Sydney to Newcastle High Speed Rail Project including potential opportunity to reduce funding required by the Australian Government.
The Service Provider in conducting these Services is expected to work as part of an integrated project office and work collaboratively with the HSR Project Team including contractors and other service providers.
It will be critical that the Service Provider works closely with other service providers to obtain relevant inputs in order to deliver the Services and provide information and advice to enable other service providers to deliver their services.

An online industry briefing will be held on Wednesday, 27 March 2024. Further details are provided at A.A.1 of the ATM documentation. The industry briefing is not mandatory and attendance is at the sole discretion of the HSRA to entities with the capability to undertake the required services jointly or individually. Pre-registration via the Briefing Access Request form (see ATM Appendix) is required to be submitted by Friday, 22 March 2024.
