Request for Tender for the provision of Administrative Services for the National Epidermolysis Bullosa Dressing Scheme
Canberra, Sydney, Melbourne, Adelaide, Perth, Brisbane, Darwin, Hobart
The Department of Health (Department) is seeking the services of a suitable organisation to administer the operational activities of the NEBDS for a period of three (3) years.
The NEBDS aims to support better health outcomes for people with Epidermolysis Bullosa (EB) by improving access to subsidised dressings, bandages and ancillary products used in the management of their chronic conditions.
EB is a rare genetic condition that is characterised by extremely fragile and blister prone skin. Management of this condition requires frequent application of specialised dressings and bandages to reduce skin damage and the risk of infection. The cost of dressings can be high, particularly for those with more severe forms of EB.
The Scheme was established in 2010 and is funded by the Australian Government. The Scheme is administered by a Scheme Administrator engaged by the Department.
The activities that are to be delivered as part of the Services include, but are not limited to, the following:
- Scheme transition and readiness;
- Scheme promotion and stakeholder relationships;
- Applications and applications processing;
- Maintain applicants/participants registry and process orders;
- Maintain the Schedule of products, source and stock products;
- Information, education and support;
- Secretariat services to the Clinical Advisory Committee;
- Compliance with relevant regulations; and
- Reporting and reimbursement.
The detailed Statement of Requirement is listed under Schedule 1 of the RFT document.
The Department adheres strictly to Commonwealth policy on late tenders. The Department therefore recommends that Tenderers plan to lodge their Tender well before the Closing Time to minimise the possibility of any unforeseen circumstances that may cause the Tenderer to miss the Closing Time.
- The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.
- The Tenderer, its personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).
- The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
- The Tenderer either:
holds a Valid and Satisfactory Statement of Tax Record by the Closing Time; or
has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the closing time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Closing Time; and
- the Tenderer holds a Valid and Satisfactory Statement of Tax Record from any Subcontractor that it proposes, as part of its Tender, to engage to deliver the Services, where the estimated value of the Services to be undertaken by that Subcontractor is over $4 million (GST inclusive).
Successful Tenderer will be required to be ready to commence services from 1 July 2021.
