The NCA has engaged BGIS as the Managing Contractor for the management, operations, programming, quality control and all other administrative tasks associated with the delivery of Maintenance Services and nominated Operational Services and Capital Works across the NCA’s Asset Classes and Categories.

The delivery of Maintenance Services and Capital Works will be performed under a Master Subcontract Agreement between BGIS and the Contractor.

It is BGIS’ responsibility to ensure that the Maintenance Services under the subcontracts are delivered to the required performance, quality and safety standards and within the required timeframes.

The Maintenance Services to be provided by the Contractor may include either all three of the below, or Contractor may be selected to only provide Reactive Maintenance and Capital Works Projects:

• Planned Maintenance – to be delivered according to a fixed fee structure, including all labour costs, as well as the cost of consumables required to perform the work and the make-good of all damage caused by the Contractor.
• Reactive Maintenance – to be delivered according to a variable fee structure, based upon an agreed schedule of rates that include salary costs, on-costs, overheads and material costs and also contain a profit margin;

and from time to time the Contractor may be given the opportunity to submit proposals for the delivery of

• Capital Works Projects – to be delivered according to a lump-sum fee structure, that will be broken down by labour costs, on-costs, overheads and material costs and profit margin.

Examples of Electrical, Lighting services to be provided:
• General power and socket outlets;
• General lighting;
• Building External lighting (excluding street lighting);
• Security and special purpose lighting;
• Lighting controls;
• Electrical fixtures and fittings (requiring testing and tagging);
• Reticulation cabling;
• Switchboards; and

• Servicing of Auto-Doors, Auto-Gates, Roller Doors is also required.

Examples of Mechanical / HVAC Services to be provided:
• Wall-mounted air conditioners;
• Split air conditioning units;
• Central air conditioning plant;
• Mechanical fixtures and fittings;
• Air handling and ventilation equipment;
• Boilers;
• Electric duct heaters;
• Ductwork and dampers;
• Fans, motors and pumps;
• Control systems;
• Thermostats and sensors;
• Contactors and relays; and
• Interfacing equipment.

Examples of Hydraulic/Plumbing Services to be provided:
• Hydraulic fixtures and fittings;
• Sewer and septic systems;
• Stormwater services and pits (associated with buildings);
• Irrigation systems including pumps, filters and controls but excluding irrigation pipework and sprinkler heads;
• Water features including those incorporated into monuments;
• Hot water systems;
• Monitoring and control equipment;
• Natural gas services;
• Backflow prevention devices;
• Thermostatic mixing valves;
• Compressed air services;
• Pumps; and
• Valves, drains and pipework.

Examples of Fire & Safety Services to be provided:
• Fire detection, monitoring and alarm systems;
• Emergency warning and intercommunication systems;
• Fire sprinkler systems;
• Hydrants;
• Hose reels;
• Fire pump sets;
• Portable fire extinguishers;
• Fire blankets; and
• Passive fire and smoke systems (e.g. Fire doors and shutters).
• Incorporates the remote monitoring of all FIP systems across Building Assets

Successful contractors will also be required to provide Asset Management services of assets in their service portfolio; including:

- Asset validation/asset audits and associated reporting at contract commencement, and annually
- Asset condition reporting and recommendations, at contract commencement and annually.

 

The successful Contractors will need to demonstrate a strong track record and high levels of skill and experience in delivering comparable works.
