Community Connections will be delivered with a particular focus on achieving a community partnership approach to supporting Pacific and Timorese PALM workers. The successful tenderer will be required to provide the following services:

Achieve a community approach to supporting PALM Workers;

Stakeholder Engagement – building strong local connections

-  Identify, engage, and work with relevant Pacific and Timorese community groups with an aim to support the wellbeing of PALM workers and grow genuine people-to-people connections including to:

o    bring PALM workers and their local communities together through delivering events (social, church, sporting and cultural) outside of working hours, as well as providing ongoing engagement activities

o    communicate to local community groups, including through a quarterly schedule of events and engagement activities to promote social cohesion in local Pacific and Timorese communities

o    identify and utilise local Pacific and Timorese community knowledge and resources to better support PALM workers

o    in consultation with Approved Employers, identify and engage with local Pacific and Timorese community groups and members that can participate in PALM arrival briefings and arrange for them to do so

o    identify and engage with local Pacific and Timorese community groups, service providers and community members that can support PALM long-term workers’ families arriving in Australia under the Family Accompaniment measure and arrange for them to do so

o    identifying and engage with relevant stakeholders including:

  • PALM AE employed welfare officers
  • local community groups, Pacific and Timor-Leste diaspora, Aboriginal and Torres Strait Islander and South Sea Islander groups
  • local/community service providers
  • Country Liaison Officers, and
  • DEWR Regional Engagement officers to better support PALM workers

o    leverage off local community knowledge and resources to provide additional and linkages to PALM workers

o    provide ad hoc support to PALM workers, such as in the event of a natural disaster or an incident involving PALM Workers

o    comply with all of the Department’s directions on adjustments to the service each quarter to reflect changes to community and PALM settings

o    provide regular and consistent information to local Pacific and Timorese community groups to explain and support understanding of the objectives of PALM and culturally inclusive practices

o    in all community communications, comply with the Community Connections Branding Guidelines.

-   Where, in performing the Services, the Provider becomes aware of an event or incident that has affected or could affect the welfare of one or more PALM workers, the Provider must notify the department as soon as it becomes aware of the event or incident.

Community Initiatives

In accordance with the Community Connections Guidelines, provide:

-  support for small-scale community initiatives that contribute to improved functioning of the PALM scheme, including those that enhance local coordination, collaboration or capacity building with PALM workers and the Pacific and Timorese community, reflecting appropriate consideration of relevant risks and mitigations, and

-  financial support to local Pacific and Timorese community groups to support and facilitate community engagement with PALM workers (with costs reimbursed by the Department)

- robust systems to manage financial and reporting requirements under a Government program.

PALM worker Emergency Support

In accordance with the Community Connections Guidelines:

-  provide emergency financial support to PALM workers including during times of natural disaster and/or critical incidents (with costs reimbursed by the Department).  Community Connections program will provide emergency relief to workers such as emergency accommodation, food assistance, repatriation, transport and pastoral support, and

-  collect records of each emergency support request on a provider database and report to the Department weekly and quarterly in relation to all such requests and the emergency support provided.
