The provision of the Migrant Skills Incentive 3 Employability Assessment Designer and Employability Assessment Provider
The Migrant Skills Incentives (MSI), announced by the Hon Stuart Robert MP on 7 December 2021, have been introduced by the Australian Government to address skills shortages and assist in Australia’s economic recovery from the impact of COVID-19.
The incentives will benefit around 9,500 onshore migrants who will be able to access fast-tracked skills assessments, free employability assessments and subsidised training to improve their employment prospects. This will help Australian businesses and industries address workforce pressures.
In summary, the three Migrant Skills Incentives are:
• Incentive 1 – Faster Migrant Skills Assessments
• Incentive 2 – Skills Assessment Opportunities for Migrants
• Incentive 3 – Employability Assessments
This RFT is inviting responses to Incentive 3 - Employability Assessments
There are two parts to this RFT with each part requiring a separate Tender response:
a. Employability Assessment Designer (Part A)
b. Employability Assessment Provider (Part B)
Under Incentive 3, underemployed onshore migrants, who have previously received a suitable skills assessment outcome in a priority occupation, will be offered a free employability assessment and access to subsidised training. While these migrants possess the qualifications and technical skills that were required to pass the skills assessment for their occupation, they may have gaps in important employability skills such as teamwork and oral communication. Identifying and addressing these gaps through further assessment and training may enable these migrants to secure employment in one of the priority occupations where there are critical skills shortages.
To identify these skilled migrants, Assessing Authorities will contact migrants who received a successful Skills Assessment Outcome by the Assessing Authority, seeking their interest in participating. Assessing authorities will determine an applicant’s eligibility based on the migrant’s completed and returned Expression of Interest form. If the migrant is eligible they are then referred to the Employability Assessment Provider for an employability assessment.
The Employability Assessment Provider will conduct an employability assessment with eligible applicants using the materials created by the Employability Assessment Designer.
• The requirements for an Employability Assessment Designer (Part A) are outlined in Attachment 1 of the Schedule 1 (Background and Statement of Requirement) of the RFT.
• The requirements for the Employability Assessment Provider (Part B) are outlined in Attachment 2 of the Schedule 1 (Background and Statement of Requirement) of the RFT.
In responding to the RFT, respondents must specify whether they are responding to Part A or Part B.
Tenderers are able to provide responses to both Part A and Part B, but respondents must complete and submit a separate response package for Part A and for Part B.
The department proposes to enter into a contract with the successful Tenderer for the Employability Assessment Designer and a contract with the successful Tenderer for the Employability Assessment Provider.
The resultant contract for the Employability Assessment Designer (Part A) is expected to commence on 29 April 2022 and conclude on 30 June 2022.
The resultant contract for the Employability Assessment Provider (Part B) is expected to commence on 6 May 2022 and conclude on 30 June 2023.
Respondents must specify whether they are responding to Part A or Part B.
Respondents are able to provide a response to both Part A and Part B, but must complete and submit a separate response package for Part A and for Part B.
