Invitation to Register Interest – ESTS4000PH6 – Design Services Contract (DSC-1-2021)

ESTS4000PH6 will deliver new infrastructure and capital build facilities the form of maritime structures, operational support and testing facilities, training facilities and storage at the following locations:
* HMAS Watson (NSW),
* Randwick Barracks Navy Training Systems Centre (NSW),
* Garden Island Defence Precinct (NSW),
* Maritime Combat Systems Integration Centre (SA)
The Master Plan and Feasibility Review (5% Design) Report was completed in August 23. The Design Services Contractor will develop Design Reports and documentation for all required facilities under the following Planning Phase milestones:
* Concept Design Report (30% design),
* Schematic Design Report (50% design),
* Detailed Design Report (90% design),
The Invitation to Register Interest which is the subject of this ATM, is the first stage of a two-staged selection process. Applicants will be requested to demonstrate that they have suitable experience and ability to design and document the facilities and infrastructure noted above at the required locations. Additionally, applicants will be requested to demonstrate that they have the resources with suitable experience and capacity to perform the services to meet its obligations under the contract.
Key design disciplines required include the following:
* design management and coordination services,
* support to the Approvals process,
* architectural and building engineering design services (civil, structural, mechanical, hydraulic, electrical, fire services, communications / data, acoustics),
* Security Construction and Equipment Committee (SCEC) design services,
* Quantity Surveying services for preparation of the probabilistic cost estimates,
* BCA / MFPE design and consultancy services,
* Provision and management of a Common Data Environment to support Document management and Contract Administration, and
* Site investigations, surveys, and technical investigations (as required).
The second stage of the selection process will be a Request For Tender (RFT) which will be issued to Applicants that have been successfully shortlisted through this Invitation to Register Interest process. Further details in relation to the subsequent Stage 2 RFT will be provided to the short listed Applicants in the RFT which is expected to be released in Q3 2024.
