The Department of Foreign Affairs and Trade (the Department) is establishing a Standing Panel to support its property portfolio strategy. 

The Panel comprises the following Service Categories:

1. Professional Services Service Providers (this RFT) – These subcategories reflect the predominant standing capabilities required by the Department to maintain and develop its estate:

a. Project Management – project management/ contract administration/ project director services across the project lifecycle.

b. Design Services – specified architectural, engineering and security disciplines across the project lifecycle. Sub-subcategories include: 

i. Architecture (incorporates Design Management)

ii. Mechanical/Electrical/Fire/Hydraulic/ESD/Acoustic (incorporates Design Management)

iii. Structural/Civil (includes transport/traffic)

iv. Security consultants with endorsement from the Security Construction and Equipment Committee (SCEC).

c. Quantity Surveying – cost planning services.

d. Property Advisory Services – commercial and residential real estate and investment services including leasing, sub-letting, acquisitions, and divestments.

2. Head Works Contractors (separate RFT to be released at a later date) – responsible for construction, including the construction of site services, and installation of prefabricated built solutions (including transport, reassembly, commissioning). 

3. Pre-fabrication Manufacturers (separate RFT to be released at a later date) – buildings and services products. A detailed technical specification will define each typology and applicable standards. 

The Panel is intended to improve safety, cost, time, and quality outcomes for the Department (and other Commonwealth agencies) by establishing a competent pool of suppliers that appreciate the unique property challenges of the Department.
