Request for Expressions of Interest (REI) for National Diabetes Services Scheme Product Distribution Arrangements

The Department is seeking expressions of interest to secure future supply arrangements for the National Diabetes Services Scheme (NDSS), including product distribution, supply and related administration. This REI seeks supplier input into potential solutions which would streamline the process and improve convenience for people with diabetes to order and receive their NDSS products.
This REI seeks supplier input supplier input into potential solutions which would streamline the process and improve convenience for people with diabetes to order and receive their NDSS products. Respondents are encouraged to identify novel solutions and consider services including:
- Delivery of NDSS products to a registrant’s home address and/or other accessible points (brick-and-mortar stores) Australia wide, including rural and remote localities.
- Management of end-to-end order requests and resolve complaints and incidents as required.
- Sourcing, holding and storage of NDSS product stock, including required temperature and humidity controls where clinically necessary.
- Establishment of internal governance processes for streamlining ordering and delivery, identification of incidents, accurate billing and reimbursements managing end to end orders.
- Maintenance of documentation that monitors the receipt, storage and movement of products.
- Capacity to handle potential expansion of the Scheme including through the introduction of new products.
- Provision of first level support through the establishment and maintenance of a ‘free call’ 1800 (National) Helpline for queries from healthcare professionals and NDSS registrants in relation to their orders.
- Undertake regular performance reporting against agreed Key Performance Indicators.
Respondents should note that this REI is not a Request for Tender. The Department intends to initiate a multi-stage procurement process for the required Services. Respondents who are deemed suitably qualified in this REI may be shortlisted to participate in a limited tender by submitting a further response to provide the Services.
- The Respondent must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not paid the claim.
- The Respondent, its personnel, and any Subcontractors proposed in the Submission must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).
- The Respondent (and any Subcontractor proposed in its Submission) must not be named in the Consolidated list referred to in Regulation 40 of the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
- The Respondent:
a. holds all Valid and Satisfactory Statements of Tax Record required for its entity type; and
b. the Respondent holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive).
- Note to Respondent: Respondents should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.

The date from which the relevant Respondent(s)’s distribution arrangements will be available will be outlined in a future procurement process, informed by submissions to the REI.
The Contract will continue until at least three years and may be extended for a further period/s of up to 2 years by the Commonwealth on the basis set out in the Contract.
