The criteria to be applied for the purposes of evaluation for the RFP are outlined at clause 6.7.1 of the RFP. The criteria are not weighted nor listed in any particular order of importance. The evaluation criteria for the RFT Stage will likely include criteria similar to those for the RFP Stage and may include the clauses contained at 6.7.2 of the RFP. The evaluation criteria set out for the RFT is indicative only and may be updated, supplemented, or otherwise amended, including by separating into weighted and unweighted criteria and/or by re-evaluating the capability and capacity of shortlisted Respondents. Different criteria may apply to Proposals for different Phases or sub-Phases. The evaluation criteria for the RFT Stage will be set out in the RFT documentation.

The Commonwealth is seeking proposals from companies and consortia to lead works for Phases 2 and 3 of the Northern Endeavour Decommissioning Program. The works will include:

• Engineering design

• Permanently plug and abandon  the oil wells

• Remove the subsea infrastructure

• Remediate the Laminaria-Corallina oilfields 

• Dismantle and manage the decommissioning waste onshore.

You will need to be able to demonstrate the following capabilities:

• experience with deep water decommissioning

• access to required vessels, equipment and expertise

• health, safety, environmental and quality assurance systems

• ethical and responsible decommissioning waste management.

This Request for Proposal (RFP) is the first stage (RFP Stage) in a multi-stage procurement process to identify and engage one or more suppliers to deliver the Entire Scope of Works for Phases 2 and 3 of the Decommissioning Program (Project). Following the evaluation of Proposals in the first Stage, one or more Respondents may be shortlisted and invited to participate in a Request for Tender (RFT) Stage.

Proposals must be submitted via AusTender prior to the RFP Closing Time.

The Commonwealth will exclude a Proposal from further consideration where the Respondent:

(i). has, or any member of its Consortium (if applicable) had, any decisions against it (excluding decisions under appeal) relating to employee entitlements for which any resulting order has not been satisfied;

(ii). or any member of its Consortium (if applicable), any proposed subcontractor or any personnel, has been listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth) or named in the Consolidated List referred to in regulation 40 of the Charter of the United Nations (Dealing with Assets) Regulations 2008 (Cth); or

(iii). is not (independently or as lead entity of any Consortium) a legal entity with the capacity to contract.
