Strengthening access and systems to provide quality health services is a central development challenge in Nauru. The triple health burden of non-communicable diseases (NCDs), communicable diseases and the health impacts of climate change is recognised in the Nauru Health Strategy 2021-2025 (NHS). The NHS establishes a clear strategic direction to address the ongoing challenges. The response to date has relied heavily on provision of expensive hospital-based care, with substantial assistance from short-term expatriate health staff. The RaƱa Tsimorum (Look after your life) Health Program seeks to address this through a well-resourced and managed model of care which promotes service delivery closer to where people live, and which aims to identify and better manage disease before hospitalisation is required. The approach will strengthen the service delivery model itself, and at the system management level, to improve capabilities and processes for effective planning and resource allocation.
The Program will be implemented through support to the Nauru Ministry of Health and Medical Services (MHMS) and managed by a suitable Managing Contractor (MC) with demonstrated capacity in supporting complex health systems in remote locations. The MC will coordinate and deliver technical, financial, and resource assistance to the MHMS to support its corporate and service delivery system strengthening ambitions, and to support and coordinate change management processes, infrastructure works and management of donor financial assistance.
