Request for Proposal for the Provision of Web Application Protection Services (CDN, DDoS, WAF and Bot Management)

The Department of Finance (Finance) requests proposals from suitably experienced organisations with the capacity and capability to provide Web Application Protection Services including CDN, DDoS, WAF and Bot Management. These services are to provide cyber security protection under a Whole of Government arrangement for web applications and APIs.
GovCMS is an open source, private cloud based Drupal Content management system and website hosting service for Australian Government entities (Agencies). GovCMS is managed by Finance and offers a shared GovCMS cloud environment for Agencies who wish to use the service as a Software as a Service and Platform as a Service. RFP Response Forms Parts D1 to D9
Respondents should use the Response Forms including the Checklist provided to confirm that all mandatory requirements of the RFP have been met, and that all information required has been included in their Proposal.
Shadow Economy Connected Procurement Policy
Respondents are to note that the Shadow Economy Connected Procurement Policy applies to this procurement. Respondents must provide a Valid Statement of Tax Record as part of their Proposal by the RFP Closing Time.
Finance will not consider Proposals that fail to meet this requirement. Refer clause 53 of the RFP.

Respondents must note that Finance will exclude a Proposal from further consideration if at the Closing Time Finance considers that the Proposal does not meet the following conditions for participation:
• The Respondent exists as a legal entity; and
• The Respondent either:
o holds a Valid and Satisfactory Statement of Tax Record; or
o has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the RFP Closing Time.
Respondents may be required to submit more than one Statement of Tax Record. Detailed information to support Respondents meet this requirement is provided in the RFP Response Forms Part D1 Tenderer’s Checklist.
For clarity Respondents that fail to comply with these conditions will be automatically set aside and excluded from further assessment.
