The panel arrangements will cover 11 Categories of PPE, and a Category for COVID-19 RATs, including:

 

a. PPE from the following 11 categories:

 i. public P2 respirators

 ii. surgical P2 respirators (levels 1-3)

 iii. public N95 respirators

 iv. surgical N95 respirators (levels 1-3)

 v. isolation gowns (levels 1-4)

 vi. medical goggles

 vii. clinical waste bags

 viii. surgical masks (levels 1-3)

 ix. surgical gloves (all sizes)

 x. medical examination gloves (all sizes)

 xi. medical face shields and

 

b. COVID-19 RATs (ie the 12th Category).

 

Tenderers can nominate to provide Goods for one or more of the 12 Categories.

 

The department intends to establish 2 ‘Tiers’ for each of the Categories of Goods.

 - Tier 1 is for Panel Members which can supply substantial volumes for the Category of Goods within an 8-week timeframe in accordance with the Statement of Requirement at Schedule 1. Tenderers who apply for Tier 1 must be able to supply up to the specified volume of the Category of Goods, for example to enable a rapid response during health emergencies (as set out in the Statement of Requirement at Schedule 1).

 - Tier 2 is for Panel Members which can provide smaller volumes within a 13-week delivery timeframe in accordance with the Statement of Requirement at Schedule 1.

Tenderers will be assessed on their capability and capacity to deliver the minimum volumes of Goods for each Category and Tier that they wish to be considered for (refer to table at Clause 2.7 of the RFT).

The department requires that the Goods meet applicable standards and product specifications, set out in the Statement of Requirement at Schedule 1.

An Industry briefing is scheduled for Friday 27 October 2023. Precise timing and location will be communicated via addenda and Tenderers are strongly encouraged to attend.

All requirements in the Schedule 1 Statement of Requirements must be met and are non-negotiable. Tenderers should review Schedule 1 prior to submitting a Tender response to confirm they can meet all requirements.

Tenderers are encouraged to use Schedule 8 – Tenderer Checklist. This checklist is provided to assist Tenderers in preparing and submitting their Tender response. Tenderers should satisfy themselves that they have met all conditions in this RFT and should not rely on the checklist for this purpose. Tenderers are not required to submit this checklist with their Tender.

When constructing the Tender response, Tenderers should familiarise themselves with Clause 2.7 of the Request for Tender document. This clause outlines minimum volumes of Goods for each Category and Tier that Tenderers wish to be considered for. Tenderers should note that this does not mean that any order will be for these volumes, but this is the minimum capability and capacity that Tenderers must have in order to be appointed as a Panel Member for each Category and Tier combination.

Conditions for Participation include:

1. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.

2. The Tenderer, its personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).  

3. The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).

The Tenderer must provide evidence demonstrating that the Goods it proposes to supply are approved, included and maintained in the Australian Register of Therapeutic Goods (ARTG), maintained by the Therapeutic Goods Administration.
