Vanuatu Australia Infrastructure for Development (VAI4D) Program

The Australian Government has invested in Vanuatu’s transport sector since 2009. The current investment, the Roads for Development Program Phase 2 (R4D2), is the third phase of a 15-year program with the Ministry of Infrastructure and Public Utilities- Public Works Department (MIPU-PWD), due to end on 30 June 2024.
R4D2 supports MIPU-PWD to renew, upgrade and spot improve, and maintain the country’s public roads network. This 14-year partnership started with the Vanuatu Transport Sector Support Program (2009-2012) and is currently implemented through the R4D2 Program (2019-2024). Australia provides technical assistance (TA) through a team of embedded advisers to help MIPU deliver its annual road works ‘Operations’ and develop MIPU-PWD capacity as a modern-style road network manager. R4D2 and its predecessor programs also funded PWD road works through a Direct Funding Arrangement (DFA) with MIPU-PWD. A managing contractor delivers R4D2 for DFAT. The scope and technical approach of Australia’s support has evolved and adapted since 2009, building on the successes and lessons from earlier phases.
