Training Services for Individual Combat Behaviours – Force Protection Element

Defence requires the services of a Registered Training Organisation (RTO) to provide specialist contracted services in support of the pre-deployment skills training for ADF personnel deploying in Force Protection and Advisor roles assigned to Operation HIGHROAD, Afghanistan. The skills training package is formally known as Individual Combat Behaviours (ICB). The services are targeted to commence on 20 January 2020 for an initial term until 30 June 2020, with two extension options totalling up to one year to potentially extend the services until 30 June 2021, exercisable at the Commonwealth’s discretion.
The ADF's commitment to Afghanistan is known as Operation HIGHROAD. TheADF deploys military personnel to Afghanistan under the NATO Resolute Support Mission to support the Train, Advise, and Assist (TAA) of the Afghan National Defence and Security Forces (ANDSF) personnel in the conduct of operations, planning and ab initio training.
In preparation for this Operation, assigned ADF personnel undergo Mission Specific Training (MST) to provide the necessary skills and knowledge to ensure personnel deploy with Combat Behaviours and competencies coherent with the mission, environment, and operational context. This includes mitigation and response strategies to the key tactical threat profiles; the Insider threat and Improvised Explosive Devices. This training is delivered at multiple times throughout the year across any major military training bases in Australia.

1. The Supplier must be a Registered Training Organisation (RTO).
2. The Supplier must hold the respective Australian Skills Quality Authority (ASQA) accredited qualifications in accordance with the Australian Qualification Framework (AQF) Levels.
3. The Supplier must hold a current Baseline clearance, or the ability and willingness to obtain the required level of security clearance.
4. The Supplier must also hold the appropriate Defence Industry Security Program (DISP) membership levels, or the ability and willingness to undergo the procedures for obtaining the requisite DISP membership.
