National information and referral service to assist victims and survivors of child sexual abuse and others

This Expression of Interest (EOI) has been issued by the Commonwealth of Australia as represented by and acting through the Attorney-General’s Department, inviting interested parties to submit a Response in accordance with this EOI for the provision of a national information and referral service to assist victims and survivors of child sexual abuse and others seeking help and information (the Service).
The National Office for Child Safety (the National Office), which sits within the Attorney-General’s Department, was established in July 2018 in response to the Royal Commission into Institutional Responses to Child Sexual Abuse (the Royal Commission). Recommendation 9.5 of the Royal Commission’s Final Report recommended that the Australian Government fund a national website and helpline to assist victims and survivors of child sexual abuse to access help and information.
In October 2021, the Australian Government launched the National Strategy to Prevent and Respond to Child Sexual Abuse 2021-2030 (the National Strategy), which sets up a nationally coordinated and consistent framework to prevent and respond to child sexual abuse in all settings. The National Office led the development of the National Strategy and leads its implementation.
First National Action Plan Measure 7 commits to “delivering a website and helpline to assist victims and survivors, professionals and the general public to access help and information” (Measure 7).
The Royal Commission found that the current service system in Australia is complex and often difficult for victims and survivors of child sexual abuse to navigate. Victims and survivors, and others seeking help and information, need a central place to go where they can access trusted information about appropriate services for children and adults who have experienced child sexual abuse, and speak with a trained professional who has experience relevant to all forms of child sexual abuse and the related service systems.
The Service will deliver Measure 7, a national information and referral service to assist victims and survivors of child sexual abuse and others seeking help and information.
The objective of the Service is to reduce the risk, extent and impact of child sexual abuse and related harms in Australia by providing a free nationally available information and referral service that provides advice about all forms of child sexual abuse, and connects people with existing national and jurisdictional child sexual abuse and related services and support.
The Service will include a national website, national helpline and specialist child sexual abuse service navigators.
An Industry Briefing will be pre-recorded and a link to the recorded briefing will be made available via AusTender during the EOI open period.

- The Respondent exists as a legal entity at the EOI Closing Time.
- The Respondent holds all Valid and Satisfactory Statement(s) of Tax Record required for the Respondent’s entity type.
- The Respondent holds all Valid and Satisfactory Statement(s) of Tax Record for any first-tier subcontractor that it proposes to engage to deliver goods or services with an estimated value of $4 million or more (GST inclusive).
The resultant Contract is expected to commence in 2025.
