On 18 November 2018, Prime Minister Scott Morrison announced an education package to deepen educational links between Australia and the Pacific. This included a new package of scholarships for Pacific students to study in Australian secondary schools.

 

DFAT is seeking the services of a Contractor to, as part of a collaborative approach, support the delivery of Australian Government financial awards for selected students from the Pacific, and to support Pacific island countries’ students’ access to secondary school education in Australia.

 

The Contractor will be required to maintain a strong commitment to child protection and safety, and the primacy of the interest of the Scholarship Recipients throughout the Program.

 

The Contractor will provide administrative, procedural and logistical services to support the scholarship cycle, with a focus on those elements not provided by the Australian education providers. This will include promotion of the scholarship opportunity, selection of scholarship students, practical administration of the financial award, some pastoral care and support for the students’ ongoing education in alignment with the education providers’ requirements, mobilisation and international travel to and from Australia, demobilisation, reintegration and transition to work, training or further education after completion of their studies, alumni engagement, contingency response and elements of the monitoring and evaluation framework.

Tenderers must indicate if they intend to attend the industry briefing by providing:

 

(a) Written details of the name, company and position of each person attending; and

 

(b) a Program Information Deed poll (Schedule 1A(i) of RFT) signed by a suitable senior representative of the tendering entity,

 

to the Contact Officer at tender-PSSS@dfat.gov.au by 05.00pm (local time in Canberra) on 24 September 2019.

Minimum Form and Content Requirements: 

 

1.  Tenders (including all attachments and statements) are to be written in English;

 

2.  All measurements are to be expressed in Australian legal units of measurement unless otherwise specified; and

 

3.  Tenders are to include substantially completed Tender Response Schedules 1-3 and Tender Response Statements [C-D] in accordance with the instructions in Part 1 of this RFT.

 

Conditions for Participation:

 

  1. The Tenderer agrees to contract as a single legal entity;

  2. The Tenderer must be an incorporated legal entity at the time the tender is lodged. If it is not incorporated under the Corporations Act 2001 (Cth) the basis of their incorporation must be detailed;

  3. The Tenderer must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth);

  4. The Tenderer must not be listed on the World Bank List or any similar List maintained by a development donor or is the subject of an informal investigation or temporary suspension which could lead the Tenderer becoming so listed;

  5. The Tenderer must not be subject to an adverse Court or Tribunal decision (not including decisions under appeal) for a breach of any workplace relations law, work health and safety law, or workers’ compensation law, or if the Tenderer is subject, that the Tenderer has fully complied, or is fully complying with the Court or Tribunal order; and

  6. Draft Program design documentation relevant to this RFT will only be made available to Tenderers subject to receipt of an email request together with a signed Schedule 1A (i) (Program Information Deed Poll).  The Program Information Deed Poll allows for participation in the industry forum, release of confidential information and participation in the RFT process. The Program Information Deed Poll must be signed on behalf of the Tenderer by a suitably authorised representative.
