Skills Development Program - Phase 2
The Skills Development Program for Aged Care Staff (the program) is part of the Enhancing Nursing Skills and Leadership Capability in Aged Care 2020–21 budget measure. The program aims to provide direct care staff with access to training to ensure they have up-to-date skills to deliver quality care.
More specifically, the program is designed to:
•encourage the growth of skills required for the aged care workforce to meet increasingly complex clinical and other care needs
•provide access to training that is high quality, relevant and accessible to the aged care workforce
•complement existing training and new programs introduced as a result of the Royal Commission into Aged Care Quality and Safety (the royal commission).
The Australian Government Department of Health (the department) engaged Australian Healthcare Associates (AHA) to undertake Phase1 of this project which involved a desktop review and consultation with key stakeholders to inform:
•a gap analysis of training for direct care workers in the aged care sector
•an analysis of workers’ and aged care service providers’ preferences regarding the timing, mode and frequency of training
•recommendations for the program.
Phase 2 will involve developing and implementing the online training packages as recommended by AHA. The Summary Report from Phase 1 is attached to this RFT. The Full Report will be provided to the successful supplier upon signing a contract for services.
The Department is seeking tenders from suppliers to develop the following:
1.Development of training modules - Develop, or draw upon existing materials, to produce online training modules in consultation with subject matter expert stakeholders on the areas listed in the RFT. Two packages of training will be developed, one introductory package for aged care workers who have recently started working in aged care, or who are new to aged care and a refresher package of training for experienced aged care workers in aged care.
2.Hosting training modules - the Department is currently exploring options for hosting of the training packages on existing online platforms and this portion of the services may not proceed. This has been outlined in the RFT.
3.Supporting delivery and uptake of training modules- Assist in the delivery of the introductory and refresher training packages to 20,000 aged care workers by engaging with providers to promote the resources; determining what support a provider needs to assist their workforce to complete the training and develop methods for capturing information and de-identified data from participants in the training that will be used to complete an evaluation of the project in 2023. The Evaluation will be Phase 3 of the program and will involve a separate procurement process.
