Provision of Return and Reintegration Assistance Program (RRAP) Services
The Department of Home Affairs invites interested parties to submit Tenders for the provision of Return and Reintegration Assistance Program (RRAP) which is part of the Department’s wider Status Resolution program.
The objective of the Program is:
(i) to support the Department in achieving status resolution outcomes by providing assistance to Non-Citizens who choose to depart Australia voluntarily; and
(ii) provide assistance to Clients to return to their home country or a country where they have a right of entry in a safe and dignified manner, as well as assist them to successfully reintegrate to reduce the risk of further irregular migration.
The Program provides assistance to Non-Citizens who voluntarily choose to return to their home country or a country where they have a right of entry so that they can resolve their immigration status in Australia. The scope of services includes the provision of Returns and Reintegration Assistance for eligible non-citizens to resolve their immigration status in a timely manner.
Assistance under the RRAP is divided into two service categories:
(i) Service Category 1: Returns Assistance
(ii) Service Category 2: Reintegration Assistance
Support services depend on the individual’s eligibility and needs. The types of support/assistance that may be provided under RRAP includes the following, but is not limited to:
Returns Assistance:
• Independent returns counselling
• Air tickets
• Assistance to obtain travel documents
• Escorts (Medical and Operational)
• Accommodation
• Small cash allowance
• Reception assistance in country of return
• Travel assistance to final destination.
Reintegration Assistance:
Reintegration Assistance can be a combination of cash and in-kind assistance, cash only, or in-kind assistance only.
RRAP services are offered to eligible non-citizens in all states and territories of Australia, as well as Regional Processing Countries. Reintegration Assistance is usually provided upon arrival in countries of return.
The Tenderer must offer to provide all the Requirements in Service Category 1, Service Category 2, or both.
Alternative Tenders are not permitted.

The proposed Term of the Contract is for an Initial Term of three (3) years. The Department may, at its sole discretion, extend the Term of the Contract by up to two (2) additional periods of up to two (2) years each from the End Date.
