Provision of Services for the National Relay Service (NRS)
Canberra, Sydney, Melbourne, Adelaide, Perth, Brisbane, Darwin, Hobart
The Department wishes to engage a Service Provider for the provision of Services for the National Relay Service (NRS) to enable people who are deaf, hearing impaired and/or have speech communication difficulties to connect with other people in a way that best suits their abilities and requirements, with multiple service options that can be accessed by regular and mobile telephones, web browsers, Teletypewriters or smartphone applications.
In issuing this RFT, the Department is seeking innovative, value for money solutions from the market that deliver the following objectives:
• A robust, reliable and accessible Service;
• Service Access Options which meet the full range of needs of NRS Users;
• Service optimisation and innovation without degradation to the current scope or level of service NRS Users experience today;
• A Service maximising the use of mainstream consumer technologies and steadily reduces reliance on equipment specifically designed to access the NRS; and
• Provides value for money for the Commonwealth.
Closing date and time for questions in relation to this RFT is 2pm AEST on 23 February 2024.
1. The Tenderer either:
a. holds a Valid and Satisfactory Statement of Tax Record by the Closing Time; or
b. has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than four (4) business days from the Closing Time.
(see section 6.5 of Part B1).
Note to tenderers: Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet this Condition for Participation.
2. The Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

3. The Tenderer complies with all Relevant Legislation relating to the employment or engagement of Child-Related Personnel, and all Child-Related Personnel hold or will hold prior to provision of the Supplies current Working With Children Checks
(see Part B1, section 6.6).
4. The Tenderer must have an Approved AIP Plan that covers this RFT process and is current at the Closing Time.

1 October 2024 for a period of three years, with two (2) optional periods of up to one (1) year each to be exercised at the sole discretion of the Department, on the terms and conditions set out in the Draft Contract (see Part A3).
