Strategic Procurement Outlook

Defence Housing Australia (DHA) is an Australian government business enterprise established by the Defence Housing Australia Act 1987. DHA provide quality housing and related services to Defence members and families. In doing this, DHA support the operational, recruitment and retention goals of the Department of Defence. To meet our Defence housing obligations, DHA are active in Australian residential housing markets, acquiring and developing land, and constructing and purchasing houses.
The key principles that apply to all DHA procurement activities are:

  • obtain value for money;
  • encourage competition among suppliers;
  • ensure risks are assessed and acceptable;
  • ensure the efficient, effective, economical and ethical use of resources; and
  • maintain accountability and transparency in decision making.

Given the vast range of goods and services procured annually in support of DHAs mission, it is vital to provide industry with advance notification of major and strategic procurement opportunities planned. The Defence Housing Australia Annual Procurement Plan (APP) articulates the potential procurement opportunities. The scope, scale, schedule, risk profile and complexity of individual planned procurements listed in the Defence Housing Australia APP differ across various procurement categories such as construction, residential repairs and maintenance, civil engineering, project management, business advisory services, training and recruitment services, and corporate goods and services.

In general, planned procurements with a total estimated value of $250,000,000 and above are included in the DHA AAP. Potential suppliers should be aware that an APP is a planning document and that strict adherence to information contained in the DHA APP is not expected. DHA will endeavour to amend and update relevant details of the APP as required.

To locate Planned Procurements with a specific status, use the drop down menu to select the status.

Each Planned Procurement has a status.  The status reflects where the Planned Procurement is in the planning or procurement lifecycle.  Planned Procurement statuses are: 

As published – unchanged since originally published

Amended – has been amended since published

To Market – converted to an ATM and has gone to the market

Withdrawn – has been withdrawn from the APP

Cancelled – has been cancelled by AusTender system administrators.  Cancelled Planned Procurements are removed from public view but are still visible to APP Publishers.
