The Migration Review Tribunal (MRT) and Refugee Review Tribunal (RRT) (together, the tribunals) conduct merit reviews of visa and visa-related decisions made by the Australian Department of Immigration and Citizenship. The tribunals have a principal registry in Sydney and state offices in Melbourne, Brisbane, Adelaide and Perth. Approximately 470 staff and members were located in the principal registry and state offices at the end of June 2014. The tribunals are established under the Migration Act 1958 and the tribunals’ jurisdiction, powers and statutory procedures are set out in the Migration Act and in the Migration Regulations 1994. For procurement purposes and in relation to the Public Governance and Accountability Act 2013, the tribunals operate as a single agency.

 

The tribunals manage procurement activity through a central procurement function in the principal registry, with each state office managing its own day to day requirements locally with input from the principal registry.

The tribunals adhere to the principles of the Commonwealth Procurement Rules (CPRs) and best practice guidance when considering and undertaking procurement and apply guidelines to their activities through the Accountable Authority Instructions (AAIs) and supporting guidelines.

This Annual Procurement Plan (APP) provides potential suppliers with an indication of likely procurements in the coming financial year by giving potential suppliers advance knowledge of the tribunals’ supply requirements. The tribunals will continue to look for marketplace solutions that are innovative, effective and offer value for money.

In the 2014-15 Budget it was announced that the tribunals would merge with the Administrative Appeals Tribunal and Social Security Appeals Tribunals. This is a significant exercise and will require a review of all major procurement in light of the priorities of the merged agency.
