The GRDC is focused on delivering value to Australian grain growers. To achieve this, the GRDC seeks to establish a GRDC Research Fellowship Program to build excellence in research capacity by supporting early and mid-career researchers in greater innovation and over-the-horizon approaches to creating enduring grower profitability.

The GRDC Research Fellowship Program aims to;

* support outstanding early and mid-career researchers, with demonstrated capacity for high-quality research, leadership and mentoring;

* support research fellows that facilitate the engagement of current RD&E co-investment partners with new and emerging research fields;

* support greater person-to-person interaction focussed on an important grains industry constraint to profitability and/or a new value creation opportunity;

* support excellent and innovative research that addresses a significant problem or gap in knowledge for the Australian Grain Industry and represents value for money.

The following are mandatory conditions with which a Tenderer must comply to participate in this procurement process:

1              The Tenderer must be a single legal entity or recognised firm of partners.

2              The Tenderer and any proposed subcontractor must be compliant with the Workplace Gender Equality Act 2012, the Modern Slavery Act 2018 and any other applicable labour laws and standards in the jurisdiction in which they operate.

3              The Tenderer and any subcontractor must not have a judicial decision against it (not including decisions under appeal) relating to employee entitlements and who have not paid the claim.

4              The Tenderer and any subcontractor must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade.

5              In accordance with the Black Economy Procurement Connected Policy, a Tenderer must include a satisfactory and valid Statement of Tax Records (STR).  If the total value of all work under any proposed subcontract is expected to be equal to or above $4 million (inclusive of GST), also include a separate satisfactory and valid STR of that proposed subcontractor.

6              To be eligible, the GRDC Early-career Research Fellowship candidate must, as at the procurement closing date:

6.1          have an award of PhD date on, or between, 1st January 2020 and 31st December 2024; or

6.2          have a PhD award date together with an allowable period of research career interruptions that would be commensurate with an award of PhD date on, or between, 1st January 2020 and 31st December 2024.

7              To be eligible, the GRDC Mid-career Research Fellowship candidate must, as at the procurement closing date:

7.1          have an award of PhD date on, or between, 1st January 2015 and 31st December 2019; or

7.2          have a PhD award date together with an allowable period of research career interruptions that would be commensurate with an award of PhD date on, or between, 1st January 2015 and 31st December 2019.

8              The tenderer must be a research institution and the candidate’s application content must be done in consultation with their research institution

9              The application must identify the research topic Focus Area alignment from GRDC’s RD&E Plan 2023-28.

It is anticipated that any resultant contract in relation to this procurement will commence with a proposed term of three (3) years (2024/25-2027/28).
