The Service Categories are as follows:
Service Category 1. Detention Health Services, which includes:

Integrated Primary Health Care Services;

Coordinating access to secondary and tertiary care;

Health Screening and Assessment Services;

Preventative Health Care (including infection control);
-
Health Promotion and Education;
-
Supply and Management of Pharmaceuticals (and other medicines);
-
Medical Escort Services;
-
Health Advice; and
-
Clinical Governance
Service Category 2. Facilities and Detainee Services, which includes:

Garrison Services;
-
Facilities Management Services;
-
Security and Escort Services;
-
Transfers and Removal Services; and
-
Welfare and Engagement Services
Service Category 3. Business Services, which includes:

Contract and Relationship Management;
-
Planning and Programme Implementation;
-
Human Resource Management Services;
-
Records Management;
-
Financial Management Services;
-
Information Technology Requirements; and
-
Programme Governance and Business Reporting Services.
The Department will make further material available to Registered Tenderers on AusTender, containing information, documents and other material which may be relevant to this RFT. This may include:

Industry Briefing and Site Visit Information Pack; and

Performance Management Framework.
Further Material will only be made available to those Tenderers who have properly completed the Further Material Registration Form (including executing the Deed of Confidentiality). The Further Material Registration Form is an attachment to this approach to market (DIBP RFT 04/14) and accessible via AusTender.
Tenderers should note the site visit to Christmas Island will be organised by the Department. Tenderers are required to make their own way to Perth where a chartered flight will be organised for the site visit to Christmas Island (returning on the same day).
Conditions for Participation
Tenderers must meet the following Conditions of Participation in order to participate in the tender process:

the Tenderer must not be named by the Workplace Gender Equality Agency as an employer currently not complying with the Workplace Gender Equality Act 2012 (Cth), unless the Tenderer has obtained a letter of compliance from the Workplace Gender Equality Agency and attaches this letter to its Tender or provides this letter to the Department separately prior to Closing Time;
-
the Tenderer must confirm that, to the best of its knowledge after making diligent enquiry, neither it, nor its Subcontractors are currently engaging Illegal Workers;
-
the Tenderer and its proposed Subcontractors are not listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth); and
-
the Tenderer must confirm that neither it, nor any proposed Subcontractor, has a judicial decision against it relating to employee entitlements that is not under appeal or unpaid.
