Mercantile Agent Service for Debt Recovery

Scope of Work
The following outlines the scope of work that is required to meet the Department’s requirements:
(a) recovery of outstanding debt with a value of $20.00 or more;
(b) provision of a Service Management Operation (SMO);
(c) business management reporting;
(d) quarterly performance management review meetings;
(e) money management of recovered debts in accordance with all applicable legislation, guidelines and regulations of the Department; and
(f) meeting of security and privacy requirements.
Out of Scope
The following items will not form any part of this requirement:
(a) recovery of debt with a value of less than $20.00; and
(b) commencement or management of litigation (including letters of demand or advice about the likelihood of success).
The Conditions for Participation are:
(a) the Tenderer must either:
(i) have accreditation for Quality Assurance and/or the relevant ISO standard and include a copy of the Tenderer’s accreditation with their Tender; or
(ii) indicate full compliance in their Tender with the requirements in Schedule 1 (Statement of Requirement) to achieve the necessary Quality Assurance accreditation, ISO standard within a 12 month period of time from the signature date of the contract;
(b) the Tenderer must either:
(i) have the necessary licensing to conduct debt recovery services in each State and Territory and include evidence of those licences with their Tender; or
(ii) provide evidence they are currently applying for the necessary licensing to conduct debt recovery services in each State and Territory.
In the case where Tenderers are currently applying for the necessary licensing requirements these licences must be provided to the Department before contract negotiations commence; and
(c) the Tenderer must confirm that it offers to provide the Requirement to other Commonwealth Entities in accordance with clause 10 in Part 1 of this RFT.
The term of the deed of standing offer with the successful Tenderer or successful Tenderers, as the case requires, will be an initial three (3) years and at the Department’s sole discretion it may extend the term for two (2) further periods of one (1) year each.
