Infrastructure System Integrator - Core Infrastructure Modernisation

The bank is seeking to modernise its core infrastructure to:
· address the obsolescence risk avoiding service degradation associated with end of support;
· mitigate the operational risk associated with the site refurbishment; and
· provide the infrastructure capacity, performance, availability, security and resilience necessary to support the RBA’s core technology services over the next five years.
At a summary level, services include:
(a) Validating individual technology designs and preparing an overall Infrastructure Solution Design that aligns to the current Bank technology stack and enables the Customer to operate the customer applications and Core Infrastructure Services including;
1) Implementing the IT infrastructure platform to ensure all customer applications have performance, security, availability, reliability, capacity, operability, resilience, recoverability, and visibility at levels no less than current levels;
2) Ensuring all Core Infrastructure Services are engineered to operate nationally critical infrastructure with the security, resilience, availability, performance, capacity, recoverability, and visibility at levels no less than current levels; and
3) Ensuring compliance to relevant regulatory and industry standards
4) Utilising the enhanced features and functionality of modernised core infrastructure (such as adoption of ACI policy-based solutions, use of infrastructure as code and uplift infrastructure monitoring) to improve the resilience, security and observability where such functionality meets the customer architecture standards and does not limit the ability to meet current performance levels;
(b) Validate and prepare a Bill of Materials for any additional Infrastructure Equipment or Software required to implement the Solution Design not already procured by the Customer;
(c) Prepare detailed Engineering solutions focused on operational resilience and security for the:
1) Deployment of all Infrastructure identified in the Solution Design phase; and
2) Deployment of the new Core Infrastructure Services;
(d) Implement the Core Infrastructure Services in accordance with the Engineering solution;
(e) Implement the Equipment and Software in readiness to enable the migration of Application workloads and in accordance with the Engineering solution;
(f) Validate compliance with regulatory and relevant industry standards
(g) Develop or update the current knowledge artefacts to reflect the modernised infrastructure and Core Infrastructure Services including:
1) Core infrastructure operations and procedures manuals;
2) Systems management and technical documents; and
3) Customer training and reference material necessary to train Customer infrastructure and operations personnel; and
(h) Provide post-implementation hyper-care for three (3) months with option to extend a further 3 months.
Reponses to RFP – Stage 1 Response Schedules (mandatory criteria and Non-Disclosure Deed) are required prior to 2pm on 23rd February 2023 to receive access to RFP Stage 2 - Parts 2, 3, 4 and 5. Further conditions for participation are set out in the Response documentation.
Commencement of Services is expected in June 2024, implementation to be completed by June 2025 and hyper-care services for a period of three (3) months with an option to extend a further 3 months.
