The Commonwealth intends to continue with a three stage procurement process as follows: 1. Invitation to Register (ITR) - June 2019 2. Request for proposal (RFP) - September 2019 3. Request for Tender (RFT) - June 2020 The purpose of this ITR will be to seek industry's registration of interest and feedback in relation to Defence's preferred model for the FSC as detailed in Annexure A - FSC Concept Paper to the Conditions of Registration (COR).

The Defence Fuel Transformation Program (DFTP) aims to transform the Defence Fuel Supply Chain (DFSC) in order to deliver a safer, simpler and more assured Defence Fuels Network (DFN) in partnership with industry. The FSC is one of the DFTP transformation projects.

The objective of the FSC is to combine DFI maintenance, operations, asset management, inventory management and fuel supply (including bulk fuel supply) services (collectively the "FSC Services") into a separate and DFSC-focused contract under the management of Commander Joint Logistics (CJLOG) as Head of the DFSC (HDFSC). Underlining the development of the FSC is a desire to increase industry collaboration along the length of the supply chain, where appropriate to do so.

Industry Briefing:

An industry briefing will be conducted at Adams Auditorium, Australian Defence Force Academy (ADFA), Walking Path, Campbell ACT 2612, commencing at 1430 on Thursday, 4 July 2019. 

Representatives of prospective respondents at the briefing will be limited to two (2) personnel.  Nominations to attend the briefing are to be forwarded in writing to the Contact Officer by 1600 on Wednesday, 3 July 2019.

Deed of Disclaimer and Confidentiality (Annexure J to the Conditions of Registration):

Some Annexures to the COR (for example, Annexure F - Example DFI Data Pack to the COR) are Confidential Information. Respondents will be required to sign a Deed of Disclaimer and Confidentiality substantially in the form of Annexure J to the COR prior to being provided with access to these Annexures.

Once a signed copy of the Deed is provided, access to Confidential Information (other than the Example DFI Data Pack) will be provided via a virtual data room. Respondents should note, the Commonwealth no longer intends to provide access via email as outlined in AUSTENDER Notice - Defence Fuel Services Transformation Program - Fuel Services Contract (FSDB/DFS/2019/01), Addendum Number 1, dated 26 June 2019.

The Commonwealth will notify respondents when the Example DFI Data Pack is available. The Example DFI Data Pack will be provided via a method specified by the Commonwealth. This may occur via email, a data room, or a CD/USB at the industry briefing or other agreed method if a respondent cannot attend the briefing.
