Request for Tender for the Leaving Violence Program

The Department of Social Services (the Department) is preparing an open tender for the delivery and management of the LVP. The Program will support victim-survivors through the provision of financial support packages, risk assessments, safety planning and referrals to support victim-survivors of intimate partner violence to make choices about leaving violent relationships.
The Program is a key initiative under the National Plan to End Violence Against Women and Children 2022-2032 and will contribute to improved safety, economic security and independence for victim-survivors.
A tender will be released in the next two weeks. This is a pre-tender notice to inform tenderers of likely requirements. Without limiting the Department’s rights, if it were to contract at the conclusion of this procurement process, its intention is to enter into a single contract with a single legal entity that will be the party responsible for the performance of the LVP contract.
Tenderers with strong organisational and management capability and developed infrastructure should consider how they will deliver a trauma informed, culturally safe and timely service to victim-survivors across Australia and what, if any, impact this has on tenderer’s consortia planning.

The Program will commence services on 1 July 2025 following a 5-month transition-in period.
The open market tender approach will result in the award of a contract for an initial period of 5 years. The contract term will include extension options up to an additional 3 years to 30 June 2033.
