R8111 AIR555 Cocos (Keeling) Island Head Contractor Document & Construct – ITR
R8111 AIRBORNE INTELLIGENCE SURVEILLANCE RECONNAISSANCE ELECTRONIC WARFARE (AISREW) FACILITIES PROJECT - FORWARD OPERATING BASE COCOS (KEELING) ISLANDS
(a) the works under this ITR include provision of a secure, pre-built, modular FOB facility on CKI inclusive of the following:
(i) completion of the detailed design for all works, which is anticipated at this stage to require the involvement of the Commonwealth of Australia's (Commonwealth's) Novated Design Consultant (but noting the Commonwealth is considering and seeking input on different approaches to the completion of the design);
(ii) manufacture of the modular, secure facility under controlled conditions on the Australian mainland;
(iii) transport and logistics to deliver the modules to the site on CKI;
(iv)installation, completion, commissioning and certification of the facility; and
(v) defects rectification and maintenance of the works for the duration of the defects liability period which is expected to be for a period of 12 months (subject to any extensions under the Contract).
The Commonwealth expects that by the time a contractor is engaged, the design for the works will have progressed to the 50% or Schematic Design Report stage. The Commonwealth may or may not require the contractor to complete the design using the existing design consultant as the Commonwealth's Novated Design Consultant. It is currently proposed that the contractor would either:
(vi)use the Commonwealth's novated design consultant to complete the design of the works;
(vii) use the Commonwealth's novated design consultant to design specific elements of the works; or
(viii)use its own subcontractors to complete the design and/or design verification.
The Applicants' approaches to the above options and information on the Applicants' preferences are sought as part of the responses to the Invitation to Register Interest (Registrations of Interest). During the conduct of any subsequent tender process, particularly if the novation of the existing design consultant is to be mandated, the Commonwealth intends to provide tenderers with access to the Commonwealth's design consultant to assist tenderers with developing their approach to the completion of the design.
