Project D9541 will deliver a new Defence High Performance Computing Centre (DHPCC) at the Defence Science and Technology Group (DST) establishment in the Edinburgh Defence Precinct (EDP), consisting primarily of a secure high performance computing (HPC) centre, capable of a capacity expansion, visualisation capability and training facilities. This will provide DST and the Australian Defence Organisation (ADO) with secure capability for high fidelity modelling and simulation.  

 

The DHPCC works are being delivered as a single work package. The works include a dual purpose facility collocated within a single building of approximately 8,930m2 Gross Floor Area (GFA) and comprising:

  • a new high security/high integrity (HS/HI)  HPC data centre capability;

  • secure visualisation and auditorium facilities;

  • dedicated DST secure meeting, training and laboratory facilities; and;
  • associated car parking.

The works include construction, commissioning and handover of the following:

  • new services and in-ground infrastructure, including two new HV ring mains, new fire water ring main, underground bulk fuel storage tanks (for facility diesel generators) and stormwater diversion;
  • new facilities, including a TIA-942 Tier 3, 5.0 MW computing capacity Data hall, fitted for 2.5 MW operation on day one with load management systems to ensure base maximum power demand is not exceeded;

  • provision of the building space, mechanical pipework and electrical reticulation to allow the additional electrical equipment (UPS, generators and batteries) and mechanical equipment (cooling tower, pumps and chillers) to upgrade from 2.5 MW to 5.0 MW of computing capacity when funds become available; and

  • provision of the required secure visualisation, laboratory, training and meeting room facilities, and staff working areas to meet DST’s operational and support capabilities.

Building Code 2016 

The Building Code 2016 applies. If the Building Code 2016 applies then by lodging a Registration of Interest, the Applicant will become subject to the Building Code 2016.

WHS Accreditation Scheme

The WHS Accreditation Scheme pursuant to the Building and Construction Industry (Improving Productivity) Act 2016 (Cth) applies. Further information regarding the WHS Accreditation Scheme is provided in the Invitation to Register Interest.

 

Indigenous Procurement Policy

The works described in the Invitation to Register Interest are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).
