Universal Ration Packs - Australian Army Cadets
The Australian Army Cadets (AAC) provides opportunities for young people aged between 12 and 18 to develop the Army values of Courage, Initiative, Teamwork and Respect. The exciting AAC program allows youth to undertake programs involving abseiling, watermanship, navigation, radio communications, survival and bush skills, first aid and many other challenging activities.
The Commonwealth seeks a Contractor who will manage the complete service solution, including all sourcing, innovative design and development, assurance testing, packaging and distribution for Universal Ration Packs (URP).
The URPs need to be a complete and balanced ‘ration pack’ sufficient to maintain the health and wellbeing of cadet and adult support staff for up to 24hrs.
The Commonwealth requires more than one variety of URPs to cater for different dietary requirements. The URPs should have menus that cater for general dietary requirements and other menus that will take into account the following food allergy limitations and dietary requirements:
a. Gluten-Free/Dairy-Free; and
b. Vegetarian.

1.9.1 In accordance with the Black Economy Procurement Connected Policy, and subject to clause 1.9.2, a tender is to include all of the satisfactory and valid STRs required from a tenderer under Table 1 of Annex C.
1.9.2 If the tender includes an STR receipt issued by the Australian Taxation Office confirming thatthe STRs required under Table 1 of Annex C were requested prior to the Closing Time, then the tenderer may provide all of the required satisfactory and valid STRs to the Contact Officer within 4 Working Days after the Closing Time.
1.9.3 Tenderers are to obtain and hold as at the Closing Time all of the satisfactory and valid STRs required under Table 1 of Annex C (or an STR receipt confirming that the STRs required under Table 1 of Annex C were requested prior to the Closing Time) of any entity that the tenderer proposes to engage as a direct Subcontractor, if the total value of all work under the Subcontract is expected to exceed $4 million (inc GST).
1.9.4 For the purposes of the RFT, an STR is taken to be:
a. satisfactory if the STR states that the entity has met the conditions, as set out in the Black Economy Procurement Connected Policy, of having a satisfactory engagement with the Australian tax system; and
b. valid if the STR has not expired as at the date on which the STR is required to be provided or held.

Requirements.
2.5.1 On request by the Commonwealth, the tenderer is to comply with the Commonwealth security clearance processes as detailed in Principles 23, 40, 72 and 73 of the DSPF, including obtaining the level of security clearance and accreditations required by the Commonwealth.
Essential requirements include;
All foods in the URPs must meet Australian/New Zealand food standards. The Contractor must provide evidence of certifications in accordance with an accredited Quality Assurance Programs.
The URPs must not contain any freeze dried foods.
All items of food in the URPs are to be clearly labelled with all ingredients contained within the food item and clearly marked ‘nut free’ or ‘may contain traces of nuts’.
All foods in the URPs must have no less than a 24 month shelf life remaining on Acceptance of delivery.
The total weight of a URP must not exceed 1.5kg.
The Contractor must have the ability and capacity to manufacture and deliver the initial Official Order of AAC URPs no later than 22nd May 2020.
