A9015 Armoured Fighting Vehicles Facilities Program - Stage 1 Head Contract - Construct Only - ITR

The services include the following (Note that Applicants may register interest for 1 or more Works Packages): (a) Works Package 1: Puckapunyal Military Area, VIC which comprises works at: (i) School of Armour, Puckapunyal Military Area, Victoria: · Demolition of a building within the training precinct; · Adaptive reuse of existing Gunnery Wing – Refurbishment of existing rooms in an occupied building with new ICT and services, including fire and HVAC; · Adaptive reuse of existing Driver & Servicing Wing - Refurbishment of existing garages within a training precinct; · New AFV hangars for Driver & Servicing Wing – Construction of new additional hangars for maintenance training; · Adaptive reuse of existing Communication Wing – Refurbishment of an existing room in an occupied building with new ICT and services; · New AFV Simulation facility – Construction of a large 3 storey 9000 square meter training facility with a lift, extensive ICT and services, including fire and HVAC. The facility also includes 2 communication rooms at physical security level zone 4; · Upgrades to the existing Driver Training Area – Construction of a new unpaved roadway complete with vehicle obstacles; · Construction of a bunded fuel handling area; · Construction of paved carparking; · Construction of hardstands; · External landscaping; and · Staging of construction will be required around ongoing operations. (ii) Joint Logistics Unit Puckapunyal Military Area, Victoria: · Demolition of one building; and · Construction of a new 3000 square meter extension of exiting vehicle maintenance workshop. (b) Works Package 2: Lavarack Barracks, QLD which comprises: · New AFV Simulation facility – Construction of a large 3 storey 5300 square meter training facility with a lift, extensive ICT and services, including fire and HVAC. The facility also includes 2 communication rooms at physical security level zone 4; · Demolition of HV substation and replacement; · Construction of paved carparking; · Construction of hardstands; and · External landscaping. (c) Works Package 3: Edinburgh Defence Precinct, SA which comprises: · Construction of new 16 bay 4500 square meter workshop with stores and working accommodation; and · External landscaping. |
The Applicant's attention is drawn to the fact that the works the subject of this Invitation to Register Interest comprise of three Works Packages, as further described in clause 1.1 of the Invitation to Register Interest. The Applicant may submit a Registration of Interest for one or more Works Packages, but must:

clearly indicate in its Registration of Interest (including by completing the Registration of Interest Form) those Works Packages in respect of which it is submitting a Registration of Interest; and
-
provide separate responses to the Evaluation Criteria, as further described in clause 2(c), for each Works Package in respect of which it is submitting a Registration of Interest. A separate Schedule is requested to be submitted for each Works Package for which the Applicant is submitting a Registration of Interest.
Without limiting any other right of entitlement of the Commonwealth under this Invitation to Register Interest, the Applicant acknowledges and agrees that the Commonwealth may invite Applicants to tender for less than the number of Works Packages in respect of which the Applicant has submitted a Registration of Interest.
The Applicant must, at the time of lodging its Registration of Interest, satisfy each condition for participation as follows:
(a) the Applicant meets the eligibility requirements in section 23 of the Building Code 2016 (as defined in clause 12.5 of the ITR);
(b) if clause 22 of the ITR applies, the Applicant meets the requirements of the Black Economy Procurement Connected Policy (as defined in clause 22 of the ITR) as set out in clauses 1(a), 2, 3 and 4 of Schedule G - Statement of Tax Record; and
each additional condition for participation stated in Schedule E - Additional Conditions for Participation (if any).

At the time this Invitation to Register Interest is published on AusTender or otherwise issued to the Applicant, the Commonwealth anticipates that the award date for the contract, for the each Works Package, will be in or about the following dates (a) Works Package 1: Puckapunyal Military Area: award between June 2020and July 2020with completion of the works in or aboutOctober 2023. (b) Works Package 2: Lavarack Barracks: award between June 2020and July 2020with completion of the works in or aboutOctober 2022. (c) Works Package 3: Edinburgh Defence Precinct: award between June 2020and July 2020with completion of the works in or aboutOctober 2022. |
The Registration of Interest must be lodged:
- by Austender;
- before Monday, 4th November 2019, 12.00 noon ACT Local time (ATM Close Date and ATM Close Time); and
in accordance with the response lodgement procedures described in the Invitation to Register Interest and on AusTender. The Registration of Interest must be completely self-contained, without hyperlinks for other material incorporated by reference.
