The Auditor-General has established internal audit as a key component of the governance arrangements of the ANAO. The purpose of the internal audit function is to provide an independent and objective review and advisory service to:
• provide assurance to the Auditor-General that ANAO financial and operational controls designed to manage the organisation’s risks and achieve the entity’s objectives are operating in an efficient, effective and ethical manner; and
• assist management in improving the entity’s business performance.
The ANAO Audit Committee members are appointed by the Auditor-General, including up to three independent members (one of which will be the Chair). The ANAO Audit Committee routinely meets four times annually and the Internal Audit reports to the ANAO Audit Committee at least quarterly.
One or more special meetings may be held to review the ANAO’s annual financial statements and performance statements, or to meet other specific responsibilities of the committee.

Mandatory Conditions for Participation
The Customer will exclude from consideration any Response that does not meet the following Mandatory Conditions of Participation:
 
A.A.1.1 The tenderer must be a registered company auditor (as defined in the Corporations Act) and/or a member of the Institute of Internal Auditors, and must not be bankrupt or insolvent.
 
A.A.1.2  The tenderer must have acceptable insurance coverage:
a) Professional Indemnity Insurance – Minimum $10 million
b) Public Liability Insurance – Minimum $10 million
c) Workers’ Compensation Insurance – In accordance with applicable State or Territory legislation
d) Number of years Contractor is required to retain these Insurances after the end of the agreement – 7 years
 
A.A.1.3 The tenderer complies with Commonwealth requirements:
a) do not have any judicial decisions against it relating to employee entitlements (other than decisions under appeal) that have not been met in full by the Tenderer; and
b) are not currently named on the list of persons and entities designated as terrorists under the Charter of United Nations (Terrorism and Dealing with Assets) Regulations 2008.

A.A.1.4 Completed Deed of Confidentiality. Completing the Deed of Confidentiality will allow tenderers to gain access to ANAO/Client information during tender preparation and contract negotiation (if applicable).
