The Department of Health is seeking to establish a Health Economics Services Panel consisting of suitably qualified individuals or organisations with strong expertise and experience in the discipline of health economics.

The core criteria are:  

  • health economics research and analysis; and/or

  • health economic evaluation; and/or

  • economic modelling of health services, programs and policies.

 In relation to the core criteria, Tenderers will be required to:

  • Demonstrate relevant organisational experience and capabilities to deliver at least one of the required core services listed above; and
  • Demonstrate skills and expertise of personnel to deliver at least one of the required core services.

In addition, Tenderers must address each of the following general criteria:

  • Demonstrated applied understanding of the Australian health systems, including Aboriginal and Torres Strait Islander health;
  • Demonstrated effective quality assurance, risk management, project management and staff management systems and processes to deliver the required services;

 This panel is intended to replace the existing Health Economics Services Panel, which is due to expire in April 2020.

The Department will be seeking to ensure there is a mix of skills, experience and specialisation available on the panel.

Tenderers should meet the criteria set out in Attachment A (Statement of Requirement). Tenderers should ensure they adhere to the page limits as set out in Attachment B (Response to Tender Evaluation Criteria).

The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not paid the claim.

 

The Tenderer, its personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).  

 

The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
