Defence currently plans to conduct a two-step procurement process. The RFP constitutes the first step of that process. This RFP process may be followed by a RFT process. It is intended that only shortlisted respondent(s) will be requested to submit tenders in response to the proposed RFT Respondents are advised that any subsequent RFT process will be governed by its own conditions of tender, including a draft contract. In this process, it is proposed that the draft contract will be based on ASDEFCON Standing Offer for Goods and Maintenance Services template.

Defence is seeking proposals from interested vendors to supply, install and maintain POETS on properties adjacent to RAAF Base Pearce that have impacted groundwater supplies and where these supplies were previously a drinking water source. Defence is seeking proposals that meet the following needs:
(A) Provision of a domestic residential property POETS;
1. for existing groundwater bores;
2. that will treat water to reduce PFAS contamination to meet the Australian Drinking Water Guidelines 6 2011 (Version 3.5 updated August 2018) and any additional or superior standards set by the West Australian regulator; and
3. provide water that is fit for human consumption and for domestic use to meet the Australian Drinking Water Guidelines 6  2011 (Version 3.5 updated August 2018) and any additional or superior standards set by the West Australian regulator
(B) Co-ordination of the installation of the POETS at residential properties nominated by Defence;
(C) Installation of the POETS at residential properties, including ancillary plumbing works;
(D) Periodic review and, if appropriate, replacement of treatment media at the residential properties over a three year period, with two by one year extension options; and
(E) Reporting on Landholder interest  and Landholder feedback.
Subject to suitable proposals being received, Defence plans to put in place an ASDEFCON Standing Offer for Goods and Maintenance Services to enable POETS (or POUTS) to be supplied, installed and supported to meet Defence’s PFAS management priorities.

Defence’s primary focus is on Point Of Entry Treatment Systems (POETS). Respondents can propose Point Of Use Treatment Systems (POUTS) as an alternative offer, noting that Defence will be assessing both POETS and POUTS against the same Needs Analysis, Operational Concept and Life Cycle Costing model.
Defence, at its sole discretion, may conduct a three month trial of selected POETS or POUTS at RAAF Base Pearce (or Bullsbrook or RAAF Gingin, 35 kilometres from RAAF Base Pearce), prior to entering into a Standing Offer for Goods and Maintenance Services. Should Defence elect to undertake such a trial, a separate contract will be entered into between Defence and the selected Respondent(s) for the trial, based upon the fees identified in the RFP.

The Commonwealth will exclude a proposal from further consideration if the Commonwealth considers that the respondent does not comply with the Commonwealth’s security requirements. Specifically, on request by the Commonwealth, the respondent is to comply with the Commonwealth security clearance and accreditation process as detailed in Principles 40, 72 and 73 of the DSPF as amended from time to time, including obtaining the level of security clearance and accreditation required by the Commonwealth.
The Commonwealth will exclude a response from further consideration if the Commonwealth considers that the respondent does not comply with a requirement identified as essential in the SOR.
